The Naval Air Warfare Center Aircraft Division, Patuxent River, MD plans to acquire on a sole source Cost Plus Fixed Fee basis a modification to existing Contract N00421-95-C-5013 to continue the systems engineering, systems integration and design analysis for the F-14B Upgrade, EA-6B, and V-22 programs in support of the Systems Development & Integration Branch at NAWCAD, Patuxent River, MD. This modification will not change the Statement of WOrk, labor categories, place of performance or deliverables. These efforts will be continuous and within the scope of the current contract. This modification will extend Contract N00421-95-C-5013 from 31 December 1997 to 30 June 1998 or until the follow on contract can be competitively awarded. The required level of effort is estimated at 131,500 hours. This acquisitions will be negotiated on a sole source basis with Semcor, Inc., 815 East Gate Drive, Mt Laurel, NJ 08054-1240 under the authority of FAR 6.302-1. Semcor Inc. is the only source that can provide the necessary continuation of technical services to NAWCAD Competency Code 4.1 without a break in support under the current contract N00421-95-C-5013. The Government's minimum need for the continuation of effort can only be accomplished reasonably and without impairing continued support through the award of this modification. Only Semcor has the library of software, technical documents, and the key personnel necessary to continue these services currently being performed. It is not possible for any other potential source to become familiar enough with the tasking to sustain this workload without a break in services. Failure to award this modification will seriously restrict NAWCAD Competency Code 4.1's ability to respond to our sponsor's needs during the follow on procurement. These are continuing services and are time sensitive. There are no other sources capable of providing the uninterrupted support. See Numbered Note 22. (0280)
