STRICOM/ARI's Broad Area Announcement 97-02 under Part I Research
Interests, paragraph 3 INSTRUMENTATION, TARGETS AND THREAT SIMULATORS
RESEARCH, and paragraph 5 TRAINING SYSTEM RESEARCH, the Simulation,
Training, and Instrumentation Command (STRICOM), is aggressively
pursuing development of innovative solutions to Instrumentation
problems in identifying processes and technologies to implement an
instrumentation system for use by the non-digitized and digitized
armies. Evaluate the current instrumentation system at the National
Training Center (NTC), (referred to as the NTC-Instrumentation System
(NTC-IS)), and determine the applicability for Year 2005 and beyond
collective training. Offerors are encouraged to submit white papers
prior to submitting proposals. The white papers will be reviewed to
determine that the proposed effort is within the scope and interest of
this solicitation. Subsequently, offerors will be notified whether or
not their white paper was favorably received. Favorable review of a
white paper does not constitute selection of the proposed effort for
contract award and will not establish a binding commitment for the
government to fund the effort. Proposals will be evaluated by a
technical review board using at least the following criteria: overall
scientific and technical merit, understanding of the problem, cost,
direct application to the instrumentation system, technical experience
and education of the personnel performing the work, and the background
or past experience of the offeror in modeling and simulation, and
instrumentation systems. White papers must be received at STRICOM no
later than 15 November 1997. Favorable notification of white papers
will be accomplished by 15 December 1997. Final proposals will be
required no later than 05 January 1998. Anticipated contract award date
is 15 February 1998. Contracts awarded as a result of this announcement
will contain a conflict of interest prohibition; this prohibition will
restrict all contractors receiving awards under thisannouncement from
receiving or participating on a team that receives the award of the

Part I Research Interests, paragraphs 3 and 5 of the current
STRICOM/ARI BAA 97-02 issued 1 October 1996 and expires30 September
2001 and relates to a particular area of interest to STRICOM. If you
