This synopsis constitutes a Broad Agency Announcement (BAA) per FAR 6.102(d)(2)(i); the Government will not issue a formal solicitation other than this BAA in regard to this requirement. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) is soliciting proposals for Industry participation in the development of the Top Level Requirements Document (TLRD) for an Advanced Development program in Undersea Warfare Technology for the 21st Century (USW21). The USW21 program is sponsored by the Program Executive Officer for Undersea Warfare (PEO (USW)), Advanced Systems Technology Office (ASTO), and is focused on technology development with forward transition to the DD-21 and potential backfit to the DDG-51 ship programs. New technology and concepts are desired in the areas of hull sonar, towed systems, and information management and display in order to meet USW warfighting requirements of the 21st Century. NUWCDIVNPT and PEO (USW), ASTO will be sponsoring an industry briefing on 17 November 1997 to discuss current requirements, and proposed concepts for the USW21 program. During this industry briefing, copies of the DRAFT USW21 Top Level Requirements Document will be distributed for Industry review and comment. In conjunction with the USW21 industry briefing, NUWCDIVNPT will be conducting a two (2) day Surface Combatant Undersea Warfare Technology Workshop on 18 and 19 November 1997. The Surface Combatant Undersea Warfare Technology Workshop will focus on advanced sensors, acoustic sources, arrays, signal processing, display, automation and data fusion technologies. These technologies will be the foundation for the DD-21's undersea warfare combat system, that will be first demonstrated as part of the Surface Combatant Undersea Warfare (USW21) Advanced Development Program. The scope of this Broad Agency Announcement (BAA) is for industry participation in the continued development and refinement of the Top Level Requirements Document and associated Measures of Performance (MOP) expected to be completed during FY98. This BAA will be open for 6 months from the date of the announcement. Proposals may be submitted at any time within that period; Navy evaluation will not commence prior to 5 January 1998. The Navy plans to award multiple contracts, grants, cooperative agreements and "other transactions" as appropriate, limited by the funding available. FY98 awards are planned to be low level, approximately $25,000 each firm-fixed-price. The exact quantity of awards and level of funding will be determined by quality of responses and available funds. Exceptions to the cost estimate for award will be entertained when mutually desirable. The Industry Briefing (classified SECRET -- NOFORN) will be conducted at the Surface Warfare Officers School (SWOS), Weakly Auditorium, Newport, Rhode Island on 17 November 1997 from 8:00 a.m. to 4:30 p.m. local time. At the Briefing, the Government will provide more specific information on concepts, requirements, and available/potential technologies. Offerors may submit technical proposals (5 copies) and cost proposals (2 copies) at any time after the industry briefing and within the 6-month time-frame of this announcement. All material submitted under this response shall be considered Government property. Specific deliverables, delivery schedule, and price will be negotiated with successful offerors. If applicable, offerors must be able to demonstrate that they have an appropriate facility clearance to meet security requirements of work proposed, and key personnel must be certified as holding an appropriate clearance; both clearances up to and including Secret. Proposals shall consist of two separately bound volumes: Volume I shall provide technical and management approach, andVolume II shall address cost. The proposals shall be prepared in the following format: 8.5 X 11 inches, single or double spaced, in at least 12 point type, with margins not less than 1 inch, one-sided printing and pages numbered. Volume I shall be no longer than 20 single-sided pages including figures. Volume I shall include at a minimum the following sections, each starting on a new page: (1) a one-page overview of the technologies and/or concepts as well as any innovative claims for the proposed technologies that would benefit the requirement generation process of the USW21 program; (2) a description of how the offeror's expertise would be integrated into the USW21 Integrated Process Team (IPT) structure (the IPT structures for USW21 will be explained during the industry briefing on 17 November); (3) a discussion no more than 5 pages giving previous accomplishments and work in this or closely related research areas, and the qualifications of the key personnel. Volume II shall include: (1) a cover page, including proposal title, technical and administrative points of contact along with the telephone and facsimile numbers, followed by a letter signed by an authorized officer specifying the proposal validity period (at least 120 days); (2) a cost estimate and WBS (if appropriate) for the efforts proposed in Volume I (the cost estimate should include details of any cost sharing to be undertaken by the offeror; SF 1411 may be required from selected offerors). Offerors shall submit technical proposals and cost proposals to Carol Gorman, Contracting Officer at the address listed above. Besides the original and four paper copies of the technical proposal, submit one electronic copy in Word 6.0 format on a 3.5 inch floppy disk. The Government prefers that all graphics forming a part of the proposal be included on disk in a format suitable for incorporation into Word 6.0. The Government requires unlimited data rights with regard to the acquisitions with the possible exception of a negotiated position for data rights to existing concepts that may be further developed under this acquisition(s). Based on funds available and potential contribution of the proposed effort, NUWCDIVNPT may select for award any, all, part, or none of the responses received. Evaluation of proposals will be based on the following criteria. The subfactors under technical capability are weighted equally. Technical Capability: (1) the potential technical contribution to the USW21 requirements development; (2) the offeror's approach to integration with the USW21 IPT structure for USW21 requirements generation; (3) potential offeror cost sharing with the Government. Cost: cost realism and affordability of the proposed approach. For evaluation purposes, technical capability is significantly more important than cost; however, the degree of the importance of cost will increase with the degree of equality of proposals in relation to technical capability in the same area of interest, or when cost is so significantly high as to diminish the value of technical superiority to the Government. Offerors are invited to submit recommendations and comments on the type of agreement (contract, grant, cooperative agreement, or "other transaction") to be utilized for the proposed effort.
