Washington Metropolitan Area Transit Authority is seeking the services of a Train Control and Communications General Consultant (Contract 3Z203A) to support design and review services beyond the 103-mile Metrorail system, to include providing design services for train control and communications systems, review of construction drawings, quality control, testing, cutover, technical assistance, and other related tasks. Candidate projects for future work, when funded, include the expansion of Mount Vernon Square-UDC station to accommodate the new Washington Convention Center, extension of the Blue Line to Largo, Maryland, a new station at Potomac Yard on the Yellow/Blue Line, and extension of the Orange Line to Dulles Airport. The contract term is approximately one year, with four additional one-year options. Experience in design of complex rail control and communications systems is required, with the following selection criteria applicable: (a) Professional qualifications necessary for satisfactory performance of train control and communications consultant services; (b) Specialized experience and technical competence in train control and communications consultant services; (c) Capacity to accomplish the work in the required time and within budget; (d) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (e) Location in the general geographical area of the project and knowledge of the locality of the project; (f) DBE participation. Consultant shall comply with E. O. No. 11246 and DBE participation goal of 36% of total contract cost.
