Dennis Hancher, 202-565-5825 Architect or architect/engineer firm to
provide professional services for design development of a two-story
Ambulatory Care Addition to the Main Hospital, Building No. 1. The
addition will consist of approximately 56,194 gross square feet of new
construction and 7,500 gross square feet of renovation. Existing
Dietetics Building No. 3 will require demolition to accommodate the new
construction. Asbestos abatement is involved. The project scope will
include, but is not limited to: ambulatory care, audiology/speech
pathology, digestive diseases program, environmental management, eye
clinic, lobby, medical administration, pharmacy, pulmonary medicine,
and radiology. The project does not include vertical expansion or the
use of the VA Building System. Required services will include all
appropriate landscape architectural, architectural, interior design,
and engineering disciplines, and an estimate of the cost for
construction bidding. The contract will include a government option for
construction documents preparation and construction period services.
Only firms with in-house architectural services, experienced in the
design of similar type projects will be considered. Emphasis will be
placed on the estimating capabilities of the applicants. Applicants
must have an established working office in the state of New Jersey. No
firm will be considered unless an application consisting of a
completed SF 255 and other evidence of experience and capabilities the
applicant considers relevant, is received by the VA A/E Evaluation and
Program Support Service within 30 days of the date of this
advertisement. A current SF 254, representing and differentiating
between the personnel, experience and capabilities of all involved
offices, must be included with the application together with current SF
254s for each proposed consultant's office involved. Applications will
be rated based on the relevant experience of both the firm(s) and
assigned individuals, the applicant's capacity to do the work, record
of past performance on VA work, geographic consideration and the
participation of minority-owned and women-owned consultants. Award of
a contract is dependent upon the availability of funds. This is not a
request for a proposal. If subcontracting opportunities exist and the
submitting firm is not a small business, the small, small disadvantaged
and women-owned business subcontracting goals will be 30% (SB), 15%
(SDB), and 6% (WOB) respectively of the amount of work consulted out.
