Architectural/Engineering services for investigation, design and
construction inspection of Replace Munitions Maintenance and Storage
Complex, Buckley Air National Guard Base, Aurora, CO. Services shal
include site planning and design of the various buildings of the
munitions complex. Services required are investigation and design
analysis (Type A Services), preparation of construction documents (Type
B Services), and, at the option of the government, construction
supervision and inspection (Type C Services). The project shall consist
of 17,900 square feet of new construction, consisting of an
Administrative/Maintenance Building, two (2) plus one (1) future
Munitions Storage Igloos, an Above Ground Magazine Building and a
Munitions Maintenance and Storage Building, along with covered and
uncovered staging pads, and other site work. Work shall also involve
demolition and asbestos removal of existing munitions complex
buildings. Estimated cost of construction is between $5,000,000 to
$10,000,000. The proposed services will be procured by a negotiated
firm fixed-price A-E contract. Estimated design start date is May 1998.
Significant evaluation factors and their relative importance in the
selection process are as follows: 1. Professional qualifications
necessary for satisfactory performance of the required services; 2.
Specialized experience and technical competence in the type of work
required, with past experience in munitions and explosives handling
facilities being a primary consideration; 3. Capacity and resources to
accomplish the work in the required time; 4. Past performance on
contracts with government agencies and private industry in terms of
cost control, quality of work, and strict compliance with performance
schedules; 5. Location in the general geographical area of the project
and knowledge of the locale of the project; 6. Demonstrated success in
prescribing the use of recovered materials, achieving waste reduction
and energy efficiency in facility design. Those firms meeting the
requirements described in this announcement and wishing to be
considered by this office must submit copies of Standard Forms (SF) 254
and 255 on or before 4:00 P.M., 30 days from the date of appearance of
this announcement in the CBD (should the due date fall on a weekend or
holiday, the SF254's and 255's shall be due the first workday
thereafter). The performance period is approximately 9 months. Provide
a list of work accomplished for the Air National Guard in the past
five (5) years. Indicate solicitation DAHA05-98-R-0001 in block 2B of
the SF 255. This requirement is offered UNRESTRICTED and is open to
