synopsis and Market Research. The Government intends to award a
contract to support the C-130 Aircrew Training System (ATS). This
market survey is issued to identify potential contractors with the
skills and knowledge required to accomplish the following effort as
well as to identify businesses currently offering the same or similar
services in the commercial market place at established catalog or
market prices. The government is interested in finding what market
exists for training and is interested in discussions with businesses to
determine what is available. The government is currently interested in
determining the market interest, capability, and training solutions
associated with this acquisition. The government is planning a meeting
with industry, currently anticipated to be held in late 1997 or early
1998, to discuss the C-130 ATS requirements and to get input from
industry. Meetings will be limited to two (2) personnel per company.
This acquisition will be a successor contract to the current C-130 ATS
contract (F33657-86-C-0103) combined with the current C-130H2/H3
contract (F33657-94-C-2200). The proposed acquisition is for the
training of flight crew members (guaranteed student), engineering
operations (TSSC), maintenance of equipment, logistics support,
development revision and maintenance of courseware, training management
system (TMS), etc. The acquisition may also contain provisions for
hardware and software modifications, upgrades to the simulator systems,
acquisition of new simulator systems and relocation of simulator
systems. The successor contractor will be responsible for all C-130 ATS
security aspects and will maintain and insure compliance with AF
directive at all C-130 ATS facilities. It is anticipated that the
contract will contain a one (1) year basic contract with nine (9) one
year options for operation and maintenance. The current C-130 ATS has
a schoolhouse located at Little Rock AFB, AR which contains four Weapon
System Trainers (WST) (C-130E), each with a Satellite Navigation
Station (SNS), two Cockpit Procedures Trainers (CPT) (C-130E), three
Cockpit Familiarization Trainers (CFT), three Fuselage Trainers (FUTS),
Computer Based Training (CBT) equipment, and other computer training
equipment which would be the responsibility of the contractor. The
C-130 ATS also has WST's with SNS's located at Dyess AFB TX (C- 130H),
Pope AFB NC (C-130E AWADS), Minneapolis ANG MN (C-130E), and McChord
AFB WA (C- 130E). The C-130H2 and C-130H3 model simulators that will be
part of the new contract will be located at Dobbins GA. There are also
remote sites (Ramstein AB GE, Yokota AB JA, Elmendorf AFB AK, Moody
AFB GA with various training equipment and requirements that are the
responsibility of the contractor. The successor contractor will also be
responsible for supporting various AFRC, ANG, AFSOC, etc. with
courseware and other training materials. Information contained in this

information, etc. will be posted on this Web site only and not in the
CBD. It is currently planned to update the Web Site on the last Friday
of each month. No paper copies of information will be provided.
