S -- - NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT. Notice of intent to negotiate a sole source contract to design and initiate southern Ocean fur seal research at Cape Shirreff, Antarctic. Contractor will 1) implement protocol for measuring attendance behavior of Antarctic fur seals, 2) implement protocol for measuring growth rates of fur seal pups, 3) measure foraging range of lactating Antarctic fur seals using ARGOS satellite-linked telemetry, 4) measure foraging energetics of lactating Antarctic fur seals using oxygen-18 doubly-labeled water method described by Costa 1987, 5) assist senior penguin biologist with collecting standardized data related to penguin reproduction, growht, abundance and distribution, and survival, and 6) assist with completion of construction of camp structures in the Antarctic, opening the camp, and preparing for camp closure. Period of performance will be for six months and will require a great deal of the work to be performed in the Antarctic.
