S -- - NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH THE PACIFIC STATES MARINE FISHERIES COMMISSION. Notice of intent to negotiate a sole source contract with the Pacific States Marine Fisheries Commission (PSMFC). Proposed contractor will assist the National Marine Fisheries Service (NMFS) implement the International Dolphin Conservation Program Act (IDCPA), redraft tuna/dolphin regulations, and perform related tasks. NMFS requires contractor familiar with Marine Mammal Protection Act (MMPA) governing purse seine fishery in the eastern tropical Pacific, tuna labeling standards, and import restrictions intended to ensure tuna imported in the U.S. is harvested under a dolphin-protection, and which is experienced in writing statutes implementing Federal statutes.
