Sources sought -Western Area Power Administration (Western) has a
requirement under the commercial marketplace to lease twenty-one (21)
test sets (Doble Type M4000 power-factor insulations test equipment, or
equal) designed for testing electrical insulation in the field by
measurements of watts-loss and current at a given applied voltage when
connected to a commercial 110-volt, 60-hertz source. The test
equipment shall incorporate state-of-the-art features and capabilities
for automatically storing and transmitting test results to a
contractor provided software system. The test equipment shall have a
capacity of 200 milliamperers at voltages of from 2 to 10 kilovolts, 60
hertz, and be suitable for testing bushings, potheads, bus and
disconnecting switch insulators, circuit breakers, instrument
transformers, power transformers of all sizes, lightning arresters,
insulating oil and other fluids, and power cables in lengths up to
approximately 1,000 feet. The contractor shall furnish to Western
appropriate instruction books and report forms necessary to perform the
proper operating procedures of the test equipment. Training of test
equipment for safe and efficient use of the test equipment shall also
be provided by a qualified trainer. Contractor shall provide software
packages with instruction manuals for automating the processing and
handling of gathered test data; review and analyze Western's test data
in accordance with Western's historical data and provide corrective
action; provide support services relating to test data accuracy and
reliability, compilation of test results, interpretation of specific
test data, and suggested corrective measures of abnormal results when
obtained; provide upgrade of test equipment at the latest technology as
it becomes available; conduct annually, screen tests on eight (8) oil
samples, or accelerated oxidation tests on one (1) oil sample, or
dissolved-gas analysis on eight (8) oil samples or analysis on five (5)
oil samples for polychlorinated biphenyls (PCB) content; provide
services of an engineer to consult with and instruct Western personnel
of the use of the test equipment; and, provide necessary repairs of
equipment when required. A requirements type contract is contemplated,
with a base 12-month period and four 1-year options. All sources may
submit a response to include brochures or other written documentation
which indicates your capabilities for this requirement. Indicate
business size, small or large. Standard Industrial Classification for
this requirement is code 7359, ($5.0). Response is required within
