procurement consist of one solicitation with the intent to award three
or more Indefinite Delivery Indefinite Quantity (IDIQ) Construction
Contracts to the responsible proposes whose proposals, conforming to
the Request for Proposal (RFP), will be most advantageous to the
Government resulting in the Best Value, Cost or Price and other factors
considered. The Government reserves the right to award one contract
covering only the project identified in the RFP if the minimum
guarantee of funds are not available for the minimum guarantee for
three awards or more awards. The Government further reserves the right
to award the remaining two or more contracts within the acceptance
period upon the availability of funds for the minimum guarantee. The
work will consist of renovation, alteration, repair, and new
construction of cathodic protection systems at various locations
world-wide with a preponderance of the work being performed at overseas
locations.. Projects assigned to the IDIQ contracts will use
theSolution Order Concept (SOC) approach to scope and price the work.
After award of the initial contracts to the three or more contractors,
they will compete for task orders based on either best value or low
price technically acceptable to the Government. The work will be as
described above. The total 3 year (base and 2 option years) estimated
construction cost per this solicitation is $30,000,000. Construction
schedules will be determined for each project at the issuance of each
task order. The three or more Best Value contractors evaluated for the
project will be selected as follows: Best Value contractor receives
the seed project with award; the 2nd, 3rd, and any additional selected
contractor will each receive award with a minimum guarantee of $50,000
for the base year. Evaluation for award will be based on Past
Performance; Technical with subfactors including (1) Experience, (2)
Capacity to Accomplish the Work, (3) Subcontracting Effort: and Pricing
of full plans and specifications for N68711-97-R-4008, the seed project
and first task order for this contract. The seed project shall consist
of repairs to an existing cathodic protection system from full plans
and specifications provided by the Government. The 2nd and 3rd
contracts etc., N68711-97-D-4009 and N68711-97-D-4010 etc.,
respectively, will be awarded with a minimum guarantee of $50,000 for
the base year and selection will be based on the same criteria as the
first selection. All three contractors, etc., will compete on
subsequent Task Orders. The subsequent projects may be performance
oriented tasks requiring minimal design, and may occasionally be
complex construction. Task orders requiring minimal design will be
scoped by the Government/Contractor team and may not have traditional
plans and specifications but may include sketches, requests for catalog
cuts, and other submittals. The salient requirements of Task Orders
requiring minimal design will be scoped by the Government/Contractor
team in order to develop a mutually agreed upon Statement of Work.
Award factors will vary depending on the unique requirements for each
Task Order, however pricing will weigh heavily. The awarded Task Order
will be a firm fixed price task with a specific completion date.
Should any of the contractors be unable to competitively secure a Task
Order to meet the minimum guarantee. All Contractors will be required
to submit proposals on all task orders, and will be invited to
participate in all SOC walkthroughs -- exploratory scoping
investigations -- when a walkthrough is arranged by the Government.
Failure to submit proposals on Task Orders may result in the Government
not exercising the option to extend the contract for each additional
year. THIS SOLICITATION IS HEREBY BEING ISSUED ON AN "UNRESTRICTED"
BASIS INVITING FULL AND OPEN COMPETITION. The Standard Industrial Code
1731 and the annual size standard is $7.0 million. It is recommended
the subcontracting goals reflect a minimum goal of 5% for Small
Disadvantaged Business Subcontracting Effort. There will be a charge
for "EACH" set of the RFP. Please call Plan Issue at (619) 532-2084 for
