850-882-9381. Request for Information (RFI). The Aeronautical System
Center, Weapons, Air Base and Range, Product Support Office (PSO),
Contracting Division (ASC/WMOK) at Eglin AFB, FL requests information
on Air Transportable Protective Shelter Systems which will provide an
environmentally controlled hangar for aircraft maintenance. The Basic
Expedient Aircraft Shelter System shall consist of a rapidly erectable
shelter structure, insulation, and utility systems integrated with a
high efficiency, adequately sized, environmentally friendly Heating,
Ventilation, and Air Conditioning (HVAC) system with attendant heat
load and infiltration/exfiltration loss reduction measures. High
overall shelter R-value is desirable to reduce HVAC loads and increase
energy efficiency. The environmental requirements are as stated below.
The exterior temperature should range between -25 to +125 F. The
enclosure interior temperature should range between +65 to +85 F. The
enclosure interior humidity should range from 30% to 80%. The exterior
humidity should range from 10% to 99 %. Wind resistance should be
sustained up to 80 mph. Wind gusts should be sustained up to 100 mph.
Snow Load Resistance should be maintained at 40 psf. The shelter system
should be resistant to sand dust and salt fog. The physical
requirements are as stated below. The shelter must have a clear span of
200 feet. The critical dimensions minimum interior clear height should
be at 86 feet from centerline of shelter at 22 feet. The wing tip to
side-wall minimum distance should be 10 feet. Aircraft wingspan is 172
feet at 12 feet above floor. The clear inside length should be 105
feet. The center clear height should be 30 feet minimum. The door
opening should have a minimum of 192 feet wide by 20 feet high.
Additional personnel and equipment doors will be required. Other
Requirements are as stated below. The shelter will be set-up on
pavement capable of supporting aircraft. The set-up time should be best
optimal commercial practice and is desired to be a set-up time of 72
hours to a fully operational shelter. Tear-down time should be the same
as set-up time. The erected shelter footprint shall not occupy more
than 50 feet around the perimeter of the operational shelter for
rigging, bracing, or other structural components. Damage and/or
modifications to the pavement as a result of shelter erection should to
be minimized. Anchor may be placed in pavement, but must be completely
removable and easily repaired so as not to impede future use of the
pavement for other aircraft after shelter is removed. Storage life of
shelter should be 20 years with appropriate storage/shipping container
(to be provided by manufacturer). Operational Life should be 20 years
with one erection/strike down cycle per year or 3 years continuous
use. Minimum maintenance should be required at the Organizational
Level. Transport shall be accomplished via C-141 (C-130 desirable) and
larger transport aircraft using 463L cargo handling system (pallet).
Shelters must be compatible with Bare Base System Power Distribution
and Transmission System. Power requirements shall be optimized. Special
tools, if required, will be provided with each shelter kit. Shelter
system shall have stand alone utility systems, including prime power
production, transmission and distribution. Responses to this synopsis
must be received within thirty (30) working days from the date of this
