of Transportation, Research and Special Programs Administration (RSPA)
to enter into a contract with the National Academy of Sciences (NAS)
to establish an Advisory Committee on Surface Transportation
Vulnerability. This study will identify promising policies, procedures,
organizational changes, and technology applications that could improve
security of surface transportation modes (road, rail, transit,
pipeline, and maritime) and recommend areas of technology or operations
that should be researched, developed, or applied to improve surface
transportation security. In accordance with the FAR 6.302-5, it is
determined that full and open competition need not be provided. See
