The Air Mobility Command (AMC) Contracting Flight intends to issue a
purchase order for leased, real time, world-wide, TCP/IP compatible
connectivity between the Advanced Computer Flight Plan (ACFP) and
Optimized MAC Computer Flight Plan (OMCFP) systems currently located at
Offutt AFB and world wide military flight planners through 30 Sep 98.
OMCFP connectivity will be canceled sometime in Apr 98. These C2
systems will be providing prepositioned air-crews at enroutes optimized
flight plans to file with the Air Traffic Control of Federal Aviation
Administration. ACFP will be moved to Scott AFB IL in the near future
and the Government will require the connectivity to be relocated at
that time. Connection to the following places currently is required:
Andorra, Angola, Argentina, Armenia, Aruba, Australia, Azerbaijan,
Bolivia, Bulgaria, Cameroon, Canada, Cape Verde, China, Colombia,
Croatia, Ecuador, Egypt, Estonia, Ghana, Gibraltar, Greece, Haiti,
Iceland, Ivory Coast, Kazakhstan, Kuwait, Latvia, Macau, Malawi, Malta,
Martinique, N. Mariana Islands, Nigeria, Papua New Guinea, Peru,
Romania, Sierra Leone, Slovenia, Togo, Turkey, Uzbekistan, Zambia,
Belgium, Denmark, France, Germany, Ireland, Italy, Luxembourg, the
Netherlands, Spain, Sweden, Switzerland, United Kingdom, USA, Canada,
Puerto Rico, Japan, Mexico, Hong Kong, Anguilla, Antigua and Barbuda,
Barbados, Bermuda, Cayman Islands, Dominica, Dominican Republic,
Grenada, Jamaica, Montserrat, St Kitts, and Nevis, Trinidad and Tobago,
Turks and Caicos, Reunion, South Africa, Swaziland, New Zealand,
Venezuela, Belarus, Bosnia/Herzegovina, Czech Republic, Estonia,
Finland, Hungary, Ireland, Liechtenstein, Moldova, Monaco, Norway,
Poland, Portugal, Russia, San Marino, Slovak Republic, Slovenia,
Austria, Samoa, Guam, Saipan, Israel, Chile, Costa Rica, Ecuador, South
Korea, Malaysia, Philippines, Sri Lanka, Taiwan. The system must
provide the following: 1) Unlimited Win95-compatible software suite to
be hosted on a PC platform. This suite must allow deployed flight
planners local access in the event of contingencies. The suite will
provide flight planners dial-up connectivity to a TCP/IP compliant
network to access the host systems from any city with phone lines in
the countries identified above upon contract startup. The vendor will
tailor the software interface to consider flight planners unique needs.
2) The Vendor will provide two training sessions at Scott AFB, IL for
the 20 government administrators to support network security via login
user accounts with passwords. 3) The software suite will be posted on
a web site for unlimited flight planner download. The government may
require up to 5000 accounts (login names and passwords). 4) The
Vendor's TCP/IP compatible connectivity system will provide 500 hours
per month of fixed price access. A standard hourly rate(s) will be
established for anything over 500 monthly hours. 5) As the Vendor
obtains communication access agreements with other countries,
connectivity to those additional countries will be added to the
existing compatible software suite. 6) Vendor will provide all network
equipment necessary to support 128 kbps connectivity to the government
point of presence. The government's system will carry the signal to the
building housing the ACFP systems (VAX 7000 and VAX 4000 architecture
with VMS operating systems). Once terminated within the facility, the
vendor will provide and maintain any network equipment (i.e.
concentrator or router) necessary to finish carrying the signal to the
ACFP system. 7) Vendor will provide 24 hour/day, 7 day/week help desk
for the 20 Government system administrators only, to answer questions
concerning connectivity operations. Interested offerors should provide
the name and size of their business, address with "zip plus four", cage
code, TIN, DUNS, telephone number, and FAX number with the quote.
Quotes must include the flat rate charge for 500 hours of monthly
service and an hourly rate for anything over 500 hours used in a month.
