H -- TESTING LAB & FIELD INSPECTION SERVICES FOR PH 1 DEVELOPMENT, DALLAS/FORT WORTH NATIONAL CEMETERY, PROJECT #916-001 SOL IFB 549-13-98 POC Joyce Cadwell, Contracting Officer (90C), PH 214-302-7535 Furnish all labor, materials, tools, equipment, supervision and transportation to accomplish Testing Laboratory and Field Inspection Services incidental to construction of Phase I Development, Project #916-001, Dallas/Ft. Worth National Cemetery, Dallas, TX. The cemetery site is situated between the boundaries of Loop 408, Mountain Creek Parkway and Kiest Boulevard in Dallas, TX. Specifications for the these services are included in the solicitation; however, work will coordinate with the plans and specifications for the Phase I Development, Dallas/Ft. Worth National Cemetery. At least one set of the project plans and specs will be available for viewing at the Resident Engineer Trailer, VA North Texas Health Care System, 4500 S. Lancaster Road, Dallas, TX. Total ESTIMATED number of tests to be performed is 3965 and include earthwork, landscaping, lime treatment, aggregate base, asphalt concrete, concrete, reinforcing steel, and masonry tests. Approximately 400 man-days of field testing, inspection and observation will be required and include earthwork -- full time observation of lime slurry and water injection of subgrade, fill placement and compaction, and field density testing; inspection and reporting of foundation piers; landscaping topsoil tests; lime treatment for parking areas and roadways; asphalt concrete paving materials -- field and mixing plant tests; concrete -- batch plant inspection, field inspection, on-site materials sampling and testing and site observations; reinforcement -- inspect and report on concrete reinforcing steel; masonry -- periodic inspections of installation; structural steel -- shop and field inspection and testing services of prefabrication, welding equipment, field and shop welds, and bolts; steel decking -- field inspection and testing; and rough carpentry -- load bearing wood elements. All estimated quantities are approximate and are subject to variance during contract performance. This contract will be awarded after award of construction contract for Phase I Development, Dallas/Ft. Worth Cemetery, anticipated sometime during the month of October 1997, barring complications. It is also anticipated that construction would start late October, and that the work of this contract would start approximately mid-November to early-December. In the event that the construction contract is awarded during the period for acceptance of offers for this solicitation, we will proceed with award of Testing Laboratory and Field Inspection Services. The minimum bid acceptance period for this solicitation will be 90 days, which may or may not be extended by the Contracting Officer. Offerors are cautioned that this solicitation may be canceled and resolicited at a later date if in the opinion of the Contracting Officer, award cannot be made within a reasonable time after bid opening. The term of this contract will coincide with construction performance time of 540 calendar days, and will be adjusted for any construction delays or time extensions. Only qualified labs will be considered for award of this contract, and evidence of qualifications must be submitted prior to award, and within 48 hours after requested by the Contracting Officer, Principals of the testing laboratory must be registered professional engineers with not less than five years experience in the types of testing required under the contract. Each person in charge of laboratory testing, field testing, and inspection, must have not less than one year full time experience in the duties performed under the contract. Each person providing geotechnical technician work must have not less than one year experience in performing the earthwork tests required. This acquisition is not restricted to small or emerging small businesses. Standard Industrial Code (SIC) 8734, Testing Laboratories, applies to this acquisition and the small business size standard is not to exceed $5 million in average annual receipts over the preceding three fiscal years.
