meetings with industry and DoD's plan to implement acquisition reform
principles in the Managed Care Support Contract (MCSC) solicitation
process, DoD will be hosting a meeting of representatives from industry
and other interested parties to review and discuss the contract
requirements for the next generation of MCSCs (TRICARE Version 3.0)
beginning with Region 11. DoD plans to share information with industry
throughout the entire process of RFP development, including: contract
standards, measurement tools, evaluation factors, and methods and
tools for monitoring contractor performance. Major areas of discussion
will include the following in breakout sessions: Health Care Delivery
Networks and providers performance Utilization and quality management
Beneficiary services/customer satisfaction Wellness and prevention
Claims Processing and Data Management Financing Preliminary drafts of
RFP documents will be posted to TRICARE Support Office's Web site at
http://www.tso.mil on orabout 1 Nov 97. WEBSITE: Within the TRICARE
Support Office website, information related to this procurement will be
found under "MCS 3.0". The website will offer interested parties the
opportunity to review the draft solicitation documents in PDF format
and make comments and suggestions up to the time of issuance of the
solicitation. The draft documents will be updated continuously,
throughout the period up to the issuance of the actual solicitation. We
believe that an open dialogue will enable the government and industry
to better meet the healthcare requirements of members of the Uniformed
Services and their families. The MCS 3.0 Website will include an open
Forum for posting comments and questions about MCS 3.0 and the draft
solicitation documents. To encourage a free exchange of ideas, the
identity of the person posting questions and comments will be shielded
from view by the public, although the government will have access to
this information, should a private response be required. Otherwise, all
questions and responses on this website are public, open and
unrestricted. MEETINGS: The initial meeting with industry and other
interested participants is scheduled from November 10 through November
14, 1997 to be followed tentatively by a second meeting from December
3 through December 5, 1997. Interested participants must commit to
attend both sessions. The meetings will be actual working sessions in
which the documents described above are reviewed in detail. DoD expects
participants to exchange information with the government on the actual
items described above or to present dissenting opinions with proposed
requirements, standards, et cetera. The meetings will be held in the
Denver, Colorado metropolitan area. Interested parties must notify
Mr.Michael Carroll, in writing, no later than November 1, 1997, of
their intent to attend. Notices of intent to attend must include the
participant's name, organization, telephone number, fax number, e-mail
address, and a brief (one paragraph) resume of their experience
andtheir primary area of interest. Notices may be e-mailed to Mr.
