Commission's Office of the Executive Director, Labor/Employee Relations
Branch, has a requirement for a firm to provide retirement and
financial planning services. Specifically, the Contractor will be
expected to provide on-site employee counseling on the full range of
employee benefits and the application of both FERS and CSRS. There are
approximately 20-40 applications processed annually. The Contractor
shall also provide guidance on types of annuities, and survivor
annuities, health and life insurance issues related to retirement, TSP
withdrawal and annuity options, TSP fund options, Social Security
Benefits, Medicare Benefits, etc. The Contractor shall provide
information and guidance to employees on all aspects of financial
planning related to the federal retirement system and related benefits
at different stages in their career. The successful contractor will
have at least 5 years of substantive experience in all aspects of
counseling employees and processing retirement applications and related
benefits. This includes an indepth knowledge of FERS, CSRS, TSP, Social
Security, Medicare, FEGLI, FEHBP, and general financial planning. The
Commission is estimating 750 hours of effort on an annual basis. The
Commission is considering this synopsis as a pre-solicitation notice
for purposes of establishing a list of qualified firms and subsequently
a competitive procurement. Interested firms are requested to forward
