R -- COMBAT TERRAIN INFORMATION SYSTEM (CTIS) SYSTEMS ENGINEERING AND INTEGRATION SUPPORT(SE&I) SOL DACA76-97-R-0006 DUE 010898 POC Contact Ms. Marybeth Olexy, 703/428-6624/Contracting Officer, Ms. Ronaly Lichtenfels, 703/428-6620 The U.S. Army Topographic Engineering Center (TEC) intends to award an indefinite delivery, indefinite quantity contract for a base year period with four one-year renewal options. The scope of work consists of serving as the Systems Engineering and Integration (SE&I) contractor for the Army's Combat Terrain Information Systems (CTIS) program. CTIS current systems include the Digital Topographic Support System (DTSS)-Heavy, DTSS-Light, and DTSS-Multispectral Imagery Processor (DTSS-MSIP). The contractor will be required to integrate new and upgraded functionality into the existing CTIS software suite. Additional functionality for development or integration could include: 1) automated feature extraction; 2) new or modified tactical decision aids (TDAs); 3) hydrology and weather models; 4) terrain visualization; and 5) Global Positioning System (GPS) technologies. Knowledge of the following types of CTIS TDAs is required: Mobility, Intervisibility, Environmental, Special Purpose Products, and Terrain Elevation. The contractor shall demonstrate familiarity with Erdas Imagine, ESRI ARC/INFO and ArcView, and data base management software packages such as Oracle and Informix. The contractor shall be able to write Erdas Macro Language (EML) and Arc Macro Language (AML) routines and integrate these with C, Ada and Fortran code. The contractor shall demonstrate familiarity with Unix operating systems on both Sun and Hewlett-Packard platforms. The contractor will be required to evaluate, test, and if needed, integrate and install individual hardware components into existing CTIS systems. Additionally, the contractor will be required to update/modify the following CTIS items: production level drawings (relative to any design changes), training materials, technical manuals (operator's, maintainer's and Software Users Manual), and integrated logistic support (ILS)/provisioning documents. The contractor should possess the facilities and personnel necessary to perform shelter hardware integration with existing Army tactical shelters and vehicles. The contractor shall perform Logistics Support Analysis required by the CTIS systems. Task Orders issued under this contract shall not exceed $5 Million for the base year and $5 Million for each of the four option years. The successful offeror must have key personnel with a TS/SCI clearance at the time of award in order to perform the work required under this contract. Proposals will be due no later than 4:00 PM on 8 January 1998. A pre-proposal conference will be held at the Topographic Engineering Center, Bldg. 2592, Alexandria, VA on Tuesday, 18 November 1997 from 0900 to 1500. This conference will address a description of the CTIS program, a briefing of the CTIS software and a software demonstration.
