synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
N00178-98-R-1006 and is RFP. Simplified Acquisition Procedures will be
used. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46
and Defense Acquisition Circular 91-12. This is a full and open
competition, SIC 3728 -- 1,000 employees. This requirement is a
Firm-Fixed Price contract for the acquisition of six (6) powered
parafoils suitable for use by military personnel and with options for
up to 35 additional powered parafoils in accordance with the following
specifications stated herein. The contractor shall provide: CLIN 0001
-- Six (6) each, Powered Parafoils; CLIN 0002—1 lot, 5 days of
Training given to 12 Marines on the operation of powered parafoils at
Camp LeJuene, NC; CLIN 0003 -- Commercial-Off-The-Shelf (COTS) Manuals;
Option CLIN 0101 (if exercised) -- two (2) each Powered Parafoils; CLIN
0102 (if exercised) -- three (3) each Powered Parafoils; Option CLIN
0103 (if exercised) -- five (5) each, Powered Parafoils; Option CLIN
0104 (if exercised) -- five (5) each, Powered Parafoils; Option CLIN
0105 (if exercised) -- five (5) each, Powered Parafoils; Option CLIN
0201 (if exercised) -- five (5) each, Powered Parafoils; Option CLIN
0202 (if exercised) -- ten (10) each, Powered Parafoils. OPTION
EXERCISE PERIOD: Option CLINs 0101-0105 may be exercised at anytime on
or before 30 SEP 1998. Option CLINs 0201-0202 may be exercised at
anytime on or before 30 SEP 1999. Evaluation of options will not
obligate the Government to exercise the option. DESCRIPTION: 1.0 Scope.
This statement of work (SOW) outlines the requirements for powered
parafoils to be delivered to the Marine Corps Warfighting Laboratory.
The contractor shall also provide 5 days of training at Camp LeJuene,
NC. The powered parafoils are to be used by Marines during operational
exercises. The utility of using powered parafoils to insert and
extract small teams is to be evaluated. Commercially available
parafoils, equivalent or better, and training are to be acquired by
this action. 2.0 Requirements 2.1 Powered parafoils (CLINs 0001 and
Option CLINs): The contractor shall provide powered parafoils, which
will include the parafoil, harness, and power pack and anything else a
user would require for flight, that meet or exceed the specifications
outlined below. The contractor may modify an existing system, or use
a commercial-off-the-shelf system to meet the parafoil requirement as
long as the parafoil meets the specifications. If an existing system is
used "as is" or with modification, COTS manuals shall be provided (CLIN
0003) and any modification shall be described to theGovernment for
approval. When selecting a system to propose, the contractor shall take
into account the intended use: insertion and extraction of Marines into
and out of rural, suburban and urban environments. The contractor shall
describe how the proposed system supports the experimental goals of the
Marine Corps Warfighting Laboratory as a part of the contractor's
proposal. 2.2 Training (CLIN 0002): The contractor shall be required to
provide 5 days of training to 12 Marine Corps students at Camp LeJuene
on the operation of the system (CLIN 0002). It is expected that each
student would successfully complete 4 flights during the training
period. A proposed training plan, detailing how the contractor shall
accomplish the training objective, must be submitted with the
contractor's proposal. Each of the 5 training days shall be 8 hours
long. 2.3 Tools and Equipment: The contractor shall provide all tools
and supplies necessary to deliver powered parafoils. No Government
Furnished Equipment or technicaldata will be provided. 3.0
Specifications: The powered parafoil provided by the contractor shall
meet the specifications outlined below. 3.1 Payload specification. The
powered parafoil shall be able to lift a combat loaded Marine and
transport him 20nm. Ambient conditions for takeoff are 5kts wind
required, 0 kts desired. The system shall enable the combat loaded
Marine to reach an altitude of 2000 feet required, 3000 feet desired.
A combat loaded Marine weighs 250 lbs and is wearing an ALICE pack. 3.2
Temperature. The powered parafoil shall be able to operate properly in
the temperature extremes from -20 degrees Celsius to +50.0 degrees
Celsius. 3.3 It is desired, but not required, that the power pack have
an electric starter. It is required that the power pack use
commercially available fuel. 3.4 The color of the parafoil shall be
black, dark gray or a similar color that blends in with the night or
periods of reduced visibility. DATA ITEMS: CLIN
0003-Commercial-Off-The-Shelf (COTS) Manuals: DI-TMSS-80527, submit two
copies to MCWL 30 days after contract award plus overpack one set with
each end item delivered. POST AWARD CONFERENCE: Conference to be held
within 30 days after award at the contractor facility. DELIVERY
SCHEDULE: All deliveries shall be inspected and accepted at point of
destination, and delivered FOB Destination to Marine Corps Warfighting
Laboratory, 2042 Broadway St, Quantico, VA 22134 as follows: CLIN
0001, 3 months after contract award; CLIN 0002, within one month after
delivery of CLIN 0001; Option CLINs 0101-0105, 3 months after option
is exercised; Options 0201-0202, 3 months after option is exercised.
FAR 52,212-1, Instructions to Offerors-Commercial Items and the
provision FAR 52.212-2, Evaluation-Commercial Items, apply to this
solicitation and are hereby incorporated by reference. The following
factors shall be used to evaluate offers: technical capability of
offered items to meet Government requirements, technical ability of the
proposed system to support experimental objectives, technical adequacy
of the proposed training plan, ability to meet the delivery schedule,
past performance, and price. The offeror shall identify where the
offered item meets or does not meet each of the functional and
performance specifications listed above. The offeror shall provide the
names, contact points, and telephone numbers of three (3) commercial
or government customers that are currently using the item being offered
for purposes of past performance evaluation. Technical capabilities,
ability to meet delivery schedule, and past performance, when combined,
are significantly more important than price. Offerors shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items with its offer. The
provision at FAR 52.212-4, Contract Terms and Conditions-Commercial
Items, apply to this acquisition. FAR 52.217-5 Evaluation of Options
apply to this acquisition. The provision at FAR 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, ubparagraphs (a), (b)(1), (2)(3), (4), (6),
(7), (8), (9), (11), (12), (16), (17), (d) and (e) apply to this
acquisition and are hereby incorporated by reference. Contractor shall
provide a copy of their commercial warranty (a minimum of one year is
desired). Contractor shall provide any descriptive literature,
brochures, etc. with their proposal. This procurement is rated DO-A7.
Offers are due by 22 October 1997 no later than 2:00 p.m. (local
