58 -- UPGRADE OF RAMS RADAR SOL F08635-98-R-0015 POC Elizabeth A. Gordon, Contracting Officer, (505)475-1245, Marco Pochy, Contract Specialist, (505) 679-3305 The Radar Target Scatter Division of the 46th Test Group at Holloman AFB NM intends to issue a Request for Proposal (RFP F08635-98-R-0015) on or about 12 Nov 1997 for upgrading the acquisition radar system at the RATSCAT Advanced Measurement System (RAMS) facility located on White Sands Missile Range NM. We are seeking a Commercial Off-the-Shelf instrumentation grade radar system. The contractor shall provide, integrate and test the system and then train personnel on its operation and maintenance. This acquisition will use the Statement Of Objective approach to the RFP, requiring the offeror to provide a Statement of Work in their proposal. The radar system will be an integration of hardware and software components which shall provide full polarimetric, microwave and millimeter wave monostatic pulsed radar cross section (RCS) measurements on an approximately 9000 foot ground plane range. The radar subsystem will interface to the following government furnished equipment (GFE), subsystems, units, facilities and environments: 1) Antenna Subsystem 2) Target Select and Position Data Unit, 3) RAMS Remote Enclosure Physical Interface (Hoffman Boxes), 4) RAMS Central Facility physical interfaces, 5) RAMS Data Acquisition and Processing System (Developed by Compuquest Inc.), 6) Electrical Power sources. Some of the salient features sought for this radar system are: 1) Frequency coverage 600MHz to 18 GHz, and 34-36 GHz, 2) Receiver instantaneous dynamic range, > 60dB from 600 MHz to 18 GHz and > 50 dB from 34-36 GHz; 3) Capable of making coherent narrow and wide band RCS measurements at all frequencies of interest. 4) System shall provide at least two receiver channels with up to four independently selectable range gates per channel. Firms who feel they can provide the system described are invited to submit in writing an affirmative response to this notice. The described system shall be delivered 9 months after contract award. Information about the above features, available GFE and the remainder of the performance requirements are contained in a document attached to the RFP. Companies who consider themselves to be small businesses must be able to meet the requirement of FAR 52.219-14, Limitations on Subcontracting, i.e., the concern shall perform work for at least 50% of the fabrication, not including the cost of materials. Firms responding to this announcement should indicate whether or not they are a small or small disadvantaged business concern as defined in FAR 52.219-1. An ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the program manager or contracting officer but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the ombudsman will retain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in the source selection process.
