The Naval Air Warfare Center Aircraft Division (NAWCAD) requires the development of a design that recommends a high frequency broadband curtain array that can be used for high intensity radiated field testing of aircraft. This procurement is being conducted under SIC code 3825 and is set aside for small business with less than 500 employees (100% Small Business Set-Aside). This HF broadband curtain array antenna is needed to couple the transmitted RF energy from the broadcast transmitter to the test volume. Phase one of this procurement is limited to a study that describes a high frequency curtain array antenna to be used for high intensity radiated field aircraft testing and the efforts necessary to design, develop, fabricate, install, integrate, and test the antenna with a government-furnished HF broadcast transmitter. CLIN 0001 for phase one will be a Study Report that shall detail the following information: Trade Studies, Antenna Specifications, Technical Description of Recommended Antenna System, Antenna Drawings, Hazardous Radiation to Personnel, RF Radiation Level at NERF and Nearby Buildings, Management Plans, Design Plans, Development Plans, Fabrication Plans, Integration Plans, Installation Plans, Test Plans, Proposed Statement of Work, and a Cost Estimate. Multiple awards will be made for this first phase of the procurement. The study must be completed and a final report submitted to NAWC-AD within ninety (90) days of the initial contract award. The study report will form the basis for the award of the second phase of this procurement which will entail the actual fabrication of the array antenna. The offeror that submits a study report that is determined to provide the best value to the Government will be selected to perform the Antenna fabrication. Some of the performance requirements of the HF Broadband Curtain Array Antenna include: 1) The antenna shall be capable of operating over the HF frequency range of 3.9 MHz to 26 MHz continuously; 2) The antenna shall radiate fields that result in either a horizontally or vertically polarized field in the illumination volume; 3) The antenna system shall be compatible with commercial HF broadcast transmitters such as Continental Electronics, or Thomcast.
