Purchase Order number DE-AP01-97FM60077 was awarded to the vendor for the development of a Public Key Infrastructure (PKI) Security Design/Work Plan. This action will allow the "original source" a follow-on contract for the continued development of the Software Cryptographic Module that they developed and to integrate it with commercial off-the-shelf (COTS) and/or custom-developed PKI associated client services identified in the Security Design/Work Plan developed in the purchase order. The vendor will also identify COTS products and custom developed client services to implement the PKI specified in "PKI Specification to Support the DOE Travel Manager Program". Major tasks are anticipated to include: Certificate Authority with full support of cross-certification and specified version 3 extensions, Organizational Registration Authority, Directory Services, Certificate Processing Module with singleand multi-level certificate path validation, software and hardware crytographic modules, and preparation of FIPS 140-1 documentation for the Software Cryptographic Module. The determination to use other than full and open competition was made in accordance with 41 U.S.C. (253)(c)(1). Interested parties are advised that no solicitation document is available for this acquisition. Interested persons may identify their interest and capacity to respond to this requirement, however, this Notice Of Intent is not a request for competitive proposals.
