Howard Grandier The Administrative Office of the U.S. Courts is seeking
sources for digital audio recording systems to be used in creating
official recordings of proceedings in a pilot test for selected federal
courts. This digital audio technology involves a computer-based system
with specialized software which, using microphones and mixers to
process sound, stores sound in a digitized format. Proposed systems
must be able to provide electronic search, retrieval, and replay
capabilities via computer with no delay, and continuous recording
simultaneously during retrieval and replay functions. The system must
be able to link digitized sound to other electronic information, e.g.,
evidence stored electronically, and include an annotation feature
which allows various parties to individually and electronically
annotate official proceedings along with the sound recording. The
digital information must also be able to be saved to various media,
such as CD, for long-term storage and retrieval. Interested parties who
offer digital audio systems which can satisfy the above requirements
should submit detailed functional and technical capability information,
along with appropriate pricing information, to the attention of Howard

Washington, DC 20544. Information received will be considered solely
for the purpose of determining whether or not it is advantageous for
the Government to conduct a competitive procurement. If a solicitation
is issued, an additional synopsis will be published. Submissions must
be submitted to the above address within 21 calendar days from
publication of this notice. Parties who fail to include the detailed
functional and technical capability information will not be considered.
