is issued to the CBD synopsis published on 19 September 1997. The
purpose is to publish the following questions and answers in response
to BAA N66001-98-X-8600. Question -- Would we still be considered
responsive to the BAA if our proposal suggested using the draft
specification as goals and supplied a specification which we believe
our design will achieve? Answer -- Yes. You would be considered
responsive to the solicitation. All proposals that present a sensor
concept with design cost and performance trades will be considered
responsive and will be reviewed, even if the sensor cannot meet some of
the requirements presented in the draft performance specification.
Deliverable number 4 that is required from the study asks for an
updated "Performance Specification". The purpose of the cost trade
study is to show what it will cost to meet the specifications given in
the draft performance specification. However, if the sensor concept
cannot meet some of the requirements at any cost then the draft
performance specification should be updated. Question -- Is there some
surface reflectance/emittance you were assuming? Answer -- A standard
vegetation reflectance model should be used. For thermal band
calculations, temperature of approximately 20C should be assumed.
Question -- What date will the proposals be due in order to be
considered in the first 30 days? Answer: The due date for the first
