Paragraph 1) This notice is to announce the release of a request for
proposal for the engineering and manufacturing development (EMD) of the
Follow-On To TOW (FOTT) missile system. The FOTT system is the next
generation missile for existing U.S. Army Tube-Launched
Optically-Tracked Wire-Guided (TOW) ground platforms. The FOTT system
will be organic to and provide improved, long range anti-armor
capability to U.S. Infantry forces currently equipped with TOW ground
platforms. The FOTT system will be comprised of the missile system that
includes the encased FOTT missile, the shipping and storage container,
and platform applique kits; test program sets; and emulators, that
include field handling and missile emulators. The FOTT EMD program will
require development effort in certain critical technologies/data that
are not releasable to foreign firms. Paragraph 2) A competitive
selection will be made based on formal source selection criteria and
procedures. Subcontracting opportunities must be arranged between
primes and potential subcontractors. A prime contractor is defined as
a system capable firm who possesses a U.S. facility clearance with
equivalent safeguarding capabilities, inclusive of the authority to
receive critical technology and/or data required to execute the FOTT
EMD program and subsequent product improvements. To participate in the
FOTT program, a foreign firm may be required to team with a U.S. firm
who meets these requirements. Any contractor teaming or licensee
agreements between U.S. firms and foreign firms shall be IAW current
U.S. export laws, security requirements, and National Disclosure
Policy. Foreign disclosure guidance will be provided to the U.S. firms
by the U.S. Government. Paragraph 3) The RFP may be accessed as
follows: All contractors can access the AMCOM electronic bulletin board
system for RFP DAAH01-98-R-0001, Sections A-M, by using the following
internet address: http://www.redstone.army.mil/procbbs. The Government
has set up an intranet web server for distribution of all unclassified
attachments and exhibits to the FOTT RFP. The FOTT intranet RFP server
is available to U.S. citizens only. Foreign nationals to include U.S.
citizens working on behalf of a foreign industry are not allowed. To
obtain access to this server, each company must submit a written
request signed off by the Facility Security Officer to Ms. Felicia
Jones, or Ms. Terry Ganoe, FAX 205-842-7146, providing the company
name; cage code; facility security clearance; and the individuals's
name, individual's security clearance, social security number,
telephone number, and E-mail address. Requests should be expedited to
avoid potential delays in obtaining access. Access is restricted to one
individual from each company. The user must have an Internet Web
Browser capable of 128 bit RC-4 encryption prior to requesting access.
Upon approval by the Government, each approved individual will be
provided with a Uniform Resource Locator (URL) (an internet address) to
load a site certificate to enable encryption with the FOTT RFP intranet
server. After accepting the site certificate, the user will need to
verify the browser's encryption capability by connecting to a link that
the Government will provide. Upon verification of encryption
capability, the user will call a Government provided phone number to
obtain a user identification and password to allow access to the RFP on
the formal release date. No classified data will be put on the RFP
server. The FOTT RFP contains data whose export is restricted by the
Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the
Export Administration Act (Title 50, U.S.C. App 2401-2402). (U.S.
contractors are also to include their classified mailing address in
their required written request in order to be mailed the classified
portion of these documents.) Foreign industry, non-U.S. citizens, or
foreign representatives desiring a copy of the unclassified portion of
the RFP must submit an official request through their respective
embassy, Washington D.C., to HQDA, ATTN: DAMI-CHS. Requests received in
any other manner will not be honored. Paragraph 4) Proposals are due
NLT December 22, 1997 in accordance with the RFP. Paragraph 5) The
Government does not intend to pay for any contractor costs associated
with gaining access to FOTT intranet web server or AMCOM electronic
bulletin board. (Note: Procedures for access to the FOTT reading room
located at the Redstone Scientific Information Center, Building 4484,
Redstone Arsenal, AL, and the FOTT electronic reading room have been
covered in the August 11, 1997 and June 9, 1997 synopses. It is the
contractor's responsibility to continue to monitor the reading room for
any updated information. U.S. contractors who already have access to
the FOTT electronic reading room must still submit a new request as
described above in order to obtain access to the RFP server.) Paragraph
6) Although, there have been numerous revisions to the RFP since
issuance of the final amendment to the draft RFP dated 6 Aug 97,
offerors' attention is directed in particularto the following clause
which has been added. L-22 Notice to Offerors Regarding Degradation of
Lethality in the Alternate Guidance Mode. The government's requirement
is that the Pk/s of the alternate guidance mode be met as stated in
MIS-PRF-52838. However, the Government wants to ensure that this
requirement is technically achievable and affordable; therefore,
offerors may, in addition to or in lieu of submitting a proposal which
is fully compliant to the lethality requirements of MIS-PRF-52838,
elect to submit a proposal taking exception to the lethality
requirement in the alternate guidance mode as defined in paragraph
2.2.1 of Attachment 01-C2-A of MIS-PRF-52838 in accordance with the
following adjustment: "In the alternate mode, the probability of kill
given a shot (Pk/s) is allowed to degrade by 0.1 in the last one
kilometer of required range." This proposal may be submitted as a stand
alone proposal or as a fully defined delta to a fully specification
compliant proposal. In addition, offerors shall supply sensitivity
analyses fully defining the impact of the Pk/s degradation on lethality
and survivability, as well as the cost and risk savings, if any, of the
degradation. All other provisions, requirements, and instructions of
the RFP apply to the proposal regardless of which proposal submission
approach is used. All required data must be included in order for the
proposal to be considered acceptable for evaluation purposes. All
proposals will be evaluated using criteria specified in Section M. The
Government reserves the right to award to that offeror whose proposal
is determined to be the best overall value to the Government and not
necessarily the lowest cost (reference Section M). The Government
reserves the right to revise the alternate guidance mode Pk/s
requirement consistent with the adjustment statement above, if it is
determined that it is in the Government's best interest to do so in
accordance with Section M. In the event the Government chooses to award
to an offeror who submits a proposal which includes a degradation of
lethality in the alternate guidance mode, the awarded contract will
include revisions to paragraph 2.2.1 of Attachment 01-C2-A of
MIS-PRF-52838 in accordance with the adjustment statement above. End of
clause. Paragraph 7) The Government plans to conduct a pre-proposal
conference to answer prospective offeror's questions and requests for
clarification concerning the FOTT solicitation. Questions and/or
requests for clarification must be received in writing by the
Government NLT 2:00 P.M. CST on 07 Nov 97 at the address specified for
proposal submission in the RFP. The pre-proposal conference is
scheduled for 18 November 97 at 10:00 A.M. -- 12:00, in building 5250,
room M163 at Redstone Arsenal, Alabama. Attendance is limited to two
representatives from each prime contractor as defined in Paragraph 2
above. Questions and or requests for clarifications shall not contain
proprietary markings or references. Prime contractors desiring access
to the pre-proposal conference must submit a visit request for each
representative providing the necessary information to verify the
company's/individual's security clearance to Ms. Terry Ganoe/Ms.
Felicia Jones at FAX (205)842-7146 and Ms. Anita Floyd at FAX
(205)876-0878 by 7 Nov 97. The Government will present prepared
responses to the previously submitted questions and requests for
clarification at the conference and will furnish a copy of the material
presented to all conferees. The use of the recording devices is
prohibited. Remarks and explanations at the conference shall not
qualify the terms of the solicitation; and the terms of the
solicitation and specifications remain unchanged unless the Contracting
Officer amends the solicitation in writing. Foreign firms, who meet the
criteria specified in Paragraph 2 above and who desire access to the
pre-proposal conference and material, will be authorized access only
after an official request for visit authorization has been approved in
advance. Foreign visit requests are submitted through
