Officer, SMDC-CM-CN The U.S. Army Space and Missile Defense Command
(SMDC) intends to enter into a competitive small business set-aside
contract to perform the operations and maintenance of the Missile
Defense Data Center (MDDC). The MDDC is a centralized, state-of-the-art
data repository for defense tests and demonstrations sponsored by BMDO
and other sources. This effort will require the contractor to perform
the data management, archive, and distribution services of the MDDC;
perform the network services for the BMDO Virtual Data Center with the
other BMDO Centers and for the National Target/Threat Signature Data
System via the Secret Internet Protocol Router Network (SIPRNet);
incorporate multi-level security (MLS) into a local area network to
test this technology in the MDDC; provide telemetry processing,
including digitization of analog data both in the MDDC and on missile
ranges when required; develop, test and provide on-line data
visualization and analysis tools for analysts from BMDO and other
programs; provide training to data analysts on the use of MDDC data and
documentation and on-line analysis tools; operate and maintain the MDDC
systems for: (a) data ingestion and archive, (b) telemetry processing,
(c) classified data networks, (d) classified and unclassified on-line
data systems, (e) MLS test software, and (f) the documentation library
and bar-code tracking system; and prepare equipment upgrade plans for
Government approval. Telephone requests will not be accepted. This
synopsis is an advance notice for information and planning purposes
only and is not a solicitation for proposals and is not to be construed
as a commitment by the Government. The Government incurs no obligation
to directly reimburse any respondent for effort expended in responding
to this synopsis. Firms responding are requested to indicate whether
they are small, disadvantaged business, small business, educational
institution, or other non-profit organization. This action will be
handled under SIC Code 8731, and a size standard of 1,000 employees. It
is anticipated that foreign firms participation will not be allowed at
the prime or subcontractor level. Potential offerors who have signed
a Conflict of Interest (OCI) agreement as a prime or a subcontractor
shall submit a written request to this office for approval to
participate in this acquisition (if such OCI agreement requires
submittal of a written request and if the technology area is the same
as or is closely related to this effort). This request shall provide a
copy of the prime contractor or subcontractor OCI clause, a copy of
each scope of work (SOW) or task order of the effort the offeror has
performed to date as a prime contractor or subcontractor, and the
technical office at USASMDC that is responsible for each SOW or task
order. Two copies plus a copy for each office that the SOW/task order
of the above data shall be provided for review. This request will be
processed in accordance with any special terms and conditions of its
contract. Responses are requested within fifteen (15) calendar days
from the date of this synopsis publication. The Government contemplates
award of a cost-plus-award-fee (CPAF) level-of-effort type contract.
The period of performance for this effort will be twenty-four (24)
months for the basic effort with three (3) twelve month options. All
responsible sources may submit a qualification package which shall be
considered by the U.S. Army Space and Missile Defense Command. A
solicitation is planned to be issued approximately 28 November 1997,
with a forty-five (45) day response time. Written request for subject
solicitation should be submitted to SMDC-CM-CN, ATTN: Victoria R.
Binford and should reference DASG60-98-R-0007. This is not a Request
For Proposal (RFP) and the government offers no assurance that an RFP
or contract will ultimately be issued. Funds are not presently
