The Naval Air Systems Command (NAVAIR) is formulating requirements for development and integration of framework software for Navy and Air Force aviation mission planning systems. It is anticipated that this framework, the Joint Mission Planning Segment (JMPS), may eventually become the common operating mission planning framework and replace existing Navy TAMPS and Air Force AFMSS systems. This synopsis is to notify potential offerors of NAVAIR's intention to conduct a best-value competition to meet the requirement by balancing cost, performance, schedule, and risk. Interested sources are invited to review the information package and provide comment. It is NAVAIR's intent to work with Industry by releasing draft versions of the requirements documents (statement of objectives (SOO), specification guidelines, evaluation criteria, etc.) for comment. It is anticipated that these draft requirements documents will be available for review on or about 10/15/97. All comments and responses to these documents are requested by 10/31/97. For planning purposes, additional anticipated acquisition dates are as follows: Draft Solicitation -- 11/14/97; Pre-Solicitation Conference 12/8/97; Formal Solicitation 12/18/97; Proposal Receipt 1/30/98; Award 3/30/97. NAVAIR intends to conduct this acquisition electronically. Information may be downloaded from the Hanscom AFB Electronic Bulletin Board that can be accessed at "http://herbb.hanscom.af.mil".
