Department of Defense Educational Activity (DoDEA) requires expert
assistance in the development of an annual systemwide school
accountability report which will summarize the systemwide test,
demographic survey, and other data. The report, entitled "the DoDEA SY
96-97 Systemwide Accountability Report", will provide detailed
information to inform the DoDEA constituencies of the progress toward
the stated goals systemwide of the DoDEA Community Strategic Plan in
terms of established indicators of educational program quality, student
performance, school resources, and summaries of program improvement
efforts. The report will include graphical representations and
narrative descriptions of DoDEA's efforts to improve educational and
organizational accountability and will be made available to DoDEA
constituencies, including the U. S. Congress, military departments, and
state educational agencies. The report is also used a basis for school
improvement plans and in allocation of resources for related
educational programs. The Department of Defense Educational Activity
(DoDEA) is a Department of Defense field activity operating under the
direction, authority, and control of the Deputy Assistant Secretary of
Defense for Personnel Support, Families, and Education. It is
comprised of the Department of Defense Dependent Schools (DoDDS) and
the Department of Defense Domestic Dependent Elementary and Secondary
Schools (DDESS) and exists to provide education to eligible Department
of Defense military and civilian dependents from pre-school through
grade 12 in both the United States and overseas. A. GENERAL
REQUIREMENTS: 1. The Contractor will produce 2000 printed color reports
and 1 camera ready negative (or other suitable format) to be used in
the production of the DoDEA SY 96-97 Systemwide Accountability Report
which shall be approximately 32 pages, up to 4 colors, with color
photographs, text, tables, graphs, and clip art. Basic design, layout
and document format, raw data and text to be provided by DoDEA; tables,
graphs, artwork and production of draft report are to be developed by
the contractor. 2. In close cooperation with the DoDEA project
director, the contractor shall proceed using DoDEA data, cover design,
report design, layout and document format for the report which may
include insertion of photographic images or incorporation of DoDEA
students artwork. 3. The contractor shall provide several mock-ups and
a maximum of 2 blue lines for review by DoDEA. Approval for the final
design will be determined by DoDEA as a result of the DoDEA and
contractor meetings. 4. The contractor shall accept from DoDEA raw data
for systemwide educational and management programs and demographic
characteristics and will present the data in the design, layout, and
production of these reports associated with each category of data. 5.
The contractor shall develop suitable graphical representations of
School Year 1996-97 results of the DoDEA evaluations, the Comprehensive
Test of Basic Skills (CTBS) and other test result data, and demographic
information for inclusion in the report. 6. The contractor shall
provide 2000 printed bound (saddle stitch) final publications of the
report for distribution to DoDEA constituencies in accordance with the
following specifications: Approximately 32 pages back-to-back, up to
four colors with photographs, matte-coated white text stock (80lb.),
laminated cover stock. Paper size and binding to be determined by
mutual agreement between contractor and DoDEA agent. B. SERVICE
REQUIREMENTS: The contractor shall develop the following graphs or
tables in accordance with data types provided by DoDEA: System
demographics, systemwide student achievement results, organizational
structure, categories of excellence, and Strategic Plan indicators of
excellence. C. REPORTS AND DELIVERABLES: 1. Develop initial page layout
of report (presentation of data) -- 20 days after contract award. 2.
Report format (type of publication) -- 30 days after award of contract.
3. Deliver 2000 printed final publications of report and1 camera-ready
