Officer, (360) 396-0267. DESCRIPTION: Firm fixed-price
Architect-Engineering services are required for a regional indefinite
quantity type contract for the preparation of engineering studies,
analyses, reports, cost estimates, and plans and specifications
(including design-build) for various types of construction projects at
various locations. This contract is for projects which can be
characterized as predominately Architectural at various activities
located in, but not limited to, the states of Washington, Oregon,
Idaho, and Montana. Typical projects include, but are not limited, to
the following facility types and related infrastructure: training,
administrative, automated data processing, computer/electronic, high
security, ordnance handling and storage, recreation, piers, dry-docks,
family housing, barracks/BEQs/BOQs, automated warehouses,
industrial/maintenance facilities, aircraft hangars and other aviation
related facilities. Other typical work includes handicapped
accessibility (ADA/UFAS), renovations, interior design, seismic
upgrades, repainting, reroofing, and adaptive reuse of renovated
facilities. During performance of this contract, asbestos, lead, and
other hazardous materials/waste or pollution abatement may be
encountered. Conformance with Base Exterior Architecture Plan (BEAP)
requirements, and State Historic Preservation Officer (SHPO) procedures
and guidelines will be required. Preparation of computer automated
specifications in NFGS SPECSINTACT (SGML format) is required. Sketches
and drawings must be provided in magnetic media with import/export
capability in both Integraph Microstation version 5.0 and AutoCad
release 13. SELECTION CRITERIA: Prioritized selection criteria in
descending order of importance are: (1) Professional qualifications of
the staff to be assigned to this contract, including team consultants,
and their respective vocational background in the design of the types
of facilities discussed in Criteria (2) below. List only the team
members who shall actually perform the major tasks under this contract.
Qualifications should reflect each individual's potential contributions
to the projects. In Block 4 of the SF-255 (Personnel by Discipline)
show the entire proposed team by listing personnel employed by the
prime in the blanks provided and personnel from consultants to the left
in parentheses. In Block 7 of the SF-255, indicate branch office
location of each team member, including key consultant personnel. (2)
Recent specialized experience and technical competence of the firm,
including team consultants (within the past five years) in each of the
following work areas: aviation facilities, waterfront support
facilities, industrial/maintenance facilities,
telecommunication/electronics facilities, administrative/training
facilities, and dormitory/multi-unit and family housing. Evaluation of
projects listed will be based on experience in preparing final designs
and/or design build documents for new construction,
alterations/renovations and additions to existing structures. Major
importance will be placed on integrating new designs with existing
buildings and equipment and dealing with Base Exterior Architecture
Plan (BEAP) requirements. Demonstrate experience with life safety
codes, lead-based paint, asbestos abatement and State Historic
Preservation Officer (SHPO) requirements. Demonstrate capability to
provide designs, calculations and cost estimates in Standard
International (SI) Metric units. Demonstrate experience in managing
multi-disciplined project teams which include such specializations as
mechanical, electrical, structural, civil, interior design, landscape
architectural, geo-technical, environmental, historical preservation,
and fire protection. Indicate which consultants from the proposed
design team participated in each of these projects. (3) Past
performance on contracts of a similar nature, as discussed in Criteria
(2) above, with Government agencies and private industry in terms of
quality of work, cost control and compliance with performance
schedules. Show representative examples of bid prices compared to AE
estimates on projects completed in the last five years. For
design-build projects, show cost control measures taken and office
procedures used to ensure that design is within budget limitations.
List the results of 3 projects identified in response to Criteria (2)
above. Include change order rates for any of these projects that have
completed construction. List recent awards, commendations and other
performance evaluations received by the team for previous projects
similar to those discussed in Criteria (2) above. (4) Design quality
control (QC) program. Provide evidence of experience in establishing
and utilizing a design quality control program for multi-disciplined
projects including, but not limited, to a written plan. Indicate key
procedures with specific focus on coordination and integration of all
team consultant's quality control programs. Provide documentation that
demonstrates successful application of the quality control program on
three (3) of the projects identified in Block 8 in response to
Criteria (2) above. (5) Capacity. Demonstrate the ability to complete
several multidisciplinary design projects concurrently (i.e., discuss
the impact of this potential workload on the firm's permanent staff,
anticipated workload during the contract period, and the firm's history
of successfully completing work in compliance with performance
schedules and providing timely submittals). Indicate the firm's present
workload and the availability of the proposed team members (including
team consultants) for the specified contract period. (6) Demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facilities design. *** Note:
Criteria numbers (7) through (10) shall be used as secondary evaluation
factors should the application of criteria numbers (1) through (6)
result in firms being rated as equal. (7) Demonstrate knowledge of the
locality of the areas included in this contract. For this criteria,
locality is considered to be the Pacific Northwest. (8) Location of the
firm in the geographic areas of either Washington or Oregon. (9) Use of
small/small disadvantaged or women-owned business firms as primary
consultants or as subcontractors. (10) Volume of work previously
awarded to the firm. This information shall be recorded in Block 9 of
the SF-255 by listing the total amount of Prime DoD fees awarded for
the previous 12 months. GENERAL INFORMATION: The proposed procurement
shall result in the award of one fixed-price indefinite quantity
contract. The contract provides for one base period not to exceed one
(1) year or a maximum value of $1,000,000.00, which ever occurs first.
The Government has the option to extend the contract for an additional
period, not to exceed one (1) year or $1,000,000.00, which ever occurs
first. The option may be unilaterally exercised by the Government. The
minimum guarantee for the total contract (including the option) is
$25,000.00 or the value established by award of a seed project. The
minimum guarantee ($25,000.00 or the seed project) shall be awarded
simultaneously with the award of the base period of the contract. For
ordering purposes, the total duration of this contract, including the
option, shall not exceed two (2) years or $2,000,000.00, which ever
occurs first. The minimum and maximum values of individual contract
task orders executed under this contract is $2,500.00 and $250,000.00,
respectively. The estimated start date is April 1998. A small
business/small disadvantaged business subcontracting plan may be
required in accordance with FAR 19.702. The Standard Industry Code
(SIC) for this procurement is 8712. The small business size standard is
$2.5 million annual average gross revenue for the last three fiscal
years. Qualified firms desiring consideration shall submit one copy of
an SF-254, and SF-255 including organization chart of key personnel to
be assigned to this contract and each subconsultant's current SF-254 to
Ms. Val Vitacolonna, Engineering Field Activity, Northwest, Code 021VV,
19917 7thAvenue NE, Poulsbo, WA 98370-7570 not later than the close of
business (4:00 p.m. local time) thirty (30) days (first work day
following a weekend or holiday) after publication in the Commerce
Business Daily. For firms applying with multiple offices, indicate
which office completed each of the projects listed in Block 8, and list
which office is under contract for any projects listed in Block 9 of
the SF-255. Elaborate brochures or other presentations beyond those
sufficient to present a complete and effective response to this
announcement are not desired. Telegraphic and facsimile SF-255's will
not be accepted. This procurement is open to all business concerns.
