solicitation for commercial Items prepared in accordance with the
format in FAR Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation to be issued; quotes are being requested and a written
solicitation will not be issued. The solicitation number for the
Request for Quote is F07603-98-R6001 and site visit will be held on 16
Oct 97 at 10 A.M. (EST). This RFQ closes on 28 Oct 97. This
solicitation incorporates provisions and clauses that are in effect
through FAC 97-1. The Standard Industrial Classification Code is 7629.
The Small Business Size is $5 M. OFFERORS WILL BID ON THE FOLLOWING

___ STANDS ELECTRICAL REPAIR SCHEDULE DESCRIPTION: Provide all
necessary parts, labor, equipment,tools, supervision, and other items
necessary to replace the existing electrical wiring and lighting
circuits of 28 aircraft C-5 maintenance stands. The stands are located
in a Class 1, Division 2, Hazardous location. This equipment is
located in a restricted area. The contractor will be provided an escort
for the contractor's workers. This equipment was manufactured by
Aerosupport Div., Federal Sign and Signal Corp., Miami, Florida, and
identified by the manufacturer's part number 102000-0-4. The
maintenance platforms are designed to provide access to all maintenance
areas and inspection doors about the C-5 aircraft for performing
inspection and maintenance functions in air force hangers, and permit
movement of all ground support equipment to and from the aircraft when
properly positioned. The contractor will be allowed to work on only
one maintenance stand at a time. The governmnet will use the stands to
work on aircraft during the contract. The contractor shall not
interfere with the government employees to the maximum extent possible.
Work shall be performed between 7:30 and 4:30 p.m. daily, Monday
-Friday, excluding federal legal holidays as outlined by Public Law
Number 98-144, or days not worked on Dover AFB, DE due to the
observance of such holidays. The government will require that work
progress in phases. Each stand completed will require inspection and
acceptance by the government before follow-on work is allowed to start.
Period of performance is 300 days. Each stand shall be completed in a
10 day phase. The awarded contractor shall prepare and submit for
approval the Contract Progess Schedule, AF 3064 to reflect the proposed
dates for performance of work for each area and also the various items
of work within each area. The following provisions and clauses are
applicable and hereby incorporated into the solicitation by reference
in lieu of full text and will be provided by the contracing officer
upon request. The provision at FAR 52.212-1, Instructions to

classes of service employees expected to be employed by the contracting
agency subject to the provision of 5 USC 5341 or 5332 This statement is
for information only: IT IS NOT A WAGE DETERMINATION, EMPLOYEE CLASS
WG-10, STEP 2,MONETARY WAGE/FRINGE $16.14/32.45%. Wage determination
pursuant to the Service Contract Act of 1965, as amended, Wage
Determination No. 94-2097, Revision 6, Dated 07/01/97, 10 pages will
apply to the Request for Quote/ Contract. Offerors must include with
their offer, a completed copy of the provisions at FAR 52.212-3,
Offerors Representation and Certification- Commercial items. Offerors
must include pricing listed as above, the amount of time required for
each stand and the completion date of the total project to a fully
operational status. Offerors must submit five(5) references in the form
of a company name, point of contact, and telephone and fax number of
those companies of which the contractor has performed similar services
with in the past two years. Award will be evaluated IAW FAR 52.212-2
Evaluation- Commerical Items. Award will be based on the lowest priced
acceptable offer from a responsible contractor in accordance with FAR
9.104-1 and past performance. Written quotes may be mailed or faxed to

Proposals are required not later than 28 Oct 97, 4.p.m. eastern
