Aeronautics and Space Administration (NASA) has a requirement to
provide the testing, operation, and maintenance of the Wind Tunnel,
Space Transportation, and associated support Facilities at NASA/Ames
Research Center. These facilities include but are not limited to:
Subsonic Wind Tunnels, Pressure Wind Tunnels, Transonic Wind Tunnels,
Outdoor Aerodynamic Research Facility, Propulsion Simulator Calibration
Laboratory, Balance Calibration Laboratory, Ames Vertical Gun Range,
Hypersonic Free Flight Aerodynamic Facility, Pressurized Ballistic
Range (PBR), Electronic Arc Shock Tube, Fluid Mechanics Laboratory,
High Pressure Air System, the Arcjet Facilities Complex, and the Steam
Vacuum System. These facilities are national aerospace test facilities
utilized by NASA, private industry, universities, DOD, and other
government agencies. The services required include, but are not limited
to: management, engineering, mechanical, electrical, electronics,
controls, instrumentation, operations, maintenance, system and
application software development and verification, systems
administration, graphics, data systems, administrative, and clerical.
Historical requirements reflect approximately 400,000 direct labor
hours per year for up to five years for these facilities. The NASA Ames
Research Center intends to award a five-year (three-year base with one
two-year option) performance based contract that is contemplated to be
a hybrid Cost-Plus-Incentive-Fee(CPIF)/Cost-Plus-Award-Fee(CPAF). All
contract effort will be accomplished by means of Task Orders. NASA Ames
Research Center plans to release a draft RFP via the NASA Procurement
homepage. Release of the draft RFP should take place on or about
November 17, 1997. The release of the draft RFP will allow thirty days
for industry comment concerning any aspect of the acquisition,
including the structure of the entire RFP. After all comments are
received, the RFP will be revised as necessary and will be formally
released to industry early February 1998 with proposals due
approximately 30 to 45 days later. Contract performance will begin June
1, 1998. All responsible sources may submit a proposal that shall be
considered by the Agency. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. An ombudsman has been
appointed -- See Note "B." The solicitation and any documents related
to this procurement will be available over the Internet. These
documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or
PowerPoint 4.0) format and will reside on a World-Wide Web (WWW)
server, which may be accessed using a WWW browser application. The WWW

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor the aforementioned Internet site
for the release of the solicitation and amendments (if any). Potential
