under its contract with the United States Air Force Civil Engineering
Support Agency (AFCESA), to express interest in the purchase, long term
lease, or operation out-sourcing of the electrical distribution system
at Edwards Air Force Base, California. Under the referenced contract,
Geo-Marine, Inc., along with its subcontractor CH2M Hill, Inc., are
performing a privatization study for the electrical distribution
utility system. As a part of the study, Geo-Marine is seeking Letters
of Interest and Non-Binding Business Concept Proposals from sources
interested in privatizing the utility system. The primary function of
Edwards AFB is to perform aircraft testing and evaluation on its over
470 square miles of land. There are four main concentrations of
facilities on the base which are known as the Main Base (including
Family Housing), North Base, South Base, and the Phillips Lab. In
addition, there are many single structure facilities such as radar or
camera sites spread throughout the outer areas which are served by the
electrical distribution system. The electrical distribution utility
system currently handles the approximately 42 MW demand placed upon it
by the base and is thought to have the capability to handle twice this
load. The system is served by 115 kV transmission lines from Southern
California Edison and dropped to a 34.5 kV for distribution throughout
the base. There are thirteen 34.5/12.0 kV substations which further
distribute the power to the facilities throughout the base. In
addition, there is a single 34.5/4.16 kV and a single 34.5/4.8 kV
substation. The system has over 500 miles of overhead primary and 300
miles of underground primary distribution lines at 4800, 12500, and
34500 volts. Presently, the system includes operation and maintenance
of street lighting, hanger lighting, security lighting, and traffic
signals. In addition, the system includes maintenance of airfield
lighting (6.6 amp constant current system) for 15,000 foot and 6,000
foot active runways with associated taxiways, visual approach slope
indicating (PAPI) lights, overrun lights, threshold lights, distance
and obstruction lights, rotating beacons, and windsock lighting. A
SCADA system is operational to control and monitor the distribution
system. The system varies in age from the early 1950's to a major
renovation completed in 1994. Other duties presently included in the
responsibility of the distribution system are for the maintenance of
grounding, cathodic protection, and lightning protection systems. The
study being conducted includes identifying potential parties to
determine the level of industry interest, receive input concerning what
is attractive or unacceptable in the concept, and to obtain Non-Binding
Proposals. Those parties interested in submitting Non-Binding Proposals
or learning more should attend the Industry Forum and site tour to be
conducted at 8:00 am on October 23, 1997 in the CE Building 3500
Conference Room located at 225 North Rosamond Boulevard on Edwards AFB.
Those planning to attend this Industry Forum should notify Larry
Kaminsky and indicate in writing no later than October 15, 1997, (fax:
423-481-3210) of their intention so that adequate meeting space and
transportation vehicles for the site tour can be arranged. Questions
will be accepted and formally answered in writing at the Industry
Forum. Parties which continue to have interest in the project after the
Industry Forum and plan on submitting a Non-Binding Proposal will be
asked to submit a Letter of Interest to the point of contact at which
time they will be provided with additional detailed technical
information regarding this specific utility system though no operating
cost data will be included. The Letter of Interest should include a
company profile and experience statement demonstrating experience in
owning and/or operating this type of utility system. Non-Binding
Proposals are asked to be submitted to the point of contact and will be
