Standards and Technology (NIST) has a requirement for services to
upgrade the laboratory accreditation program of the American Society of
Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB)
to meet applicable international standards. ASCLD/LAB operates an
accreditation program for crime laboratories, with members consisting
of 139 domestic and 14 foreign laboratories. The program includes
criteria to judge the quality and performance of a crime laboratory and
the operation of an evaluation program to identify those laboratories
meeting ASCLD/LAB criteria. The current criteria and the accreditation
program consist of procedures prepared by members of the ASCLD/LAB
based on their professional knowledge and experience in crime
laboratory operations prior to the establishment of international
standards. They must be modified to conform to established world wide
accepted standards. The contractor shall perform the following: Propose
revisions to the current ASCLD/LAB Accreditation Manual to take into
account the ISO Guide requirements; Propose an operations manual for
ASCLD/LAB based on the ISO Guide 58 requirements for Operation and
recognition of Calibration and Testing Laboratory Accreditation
Systems; Recommend changes to the bylaws of ASCLD/LAB necessary to
conform to the criteria in ISO Guide 25 and 58 and Develop a transition
plan for ASCLD/LAB to implement the new criteria and procedures.
Required Delivery FOB Destination, Gaithersburg, Maryland. The period
of performance for this contract shall be nine months after contract
award. Simplified Acquisition Procedures will be used with an
anticipated award date of November 14, 1997. All responsible sources
