DISREGARD ALL PREVIOUS NOTICES OF THIS ADVERTISEMENT ISSUED PRIOR TO
10/9/97. The New York Facilities Service Office intends to award two or
more Construction Management Support Services Contracts. Projects in
the New York Facilities Service Office area of responsibility in the
State of New York and the State of New Jersey with an estimated
construction cost between $1.5M to $5M are targeted. Consideration will
be given to the firms responding to this advertisement in accordance
with the instruction in the following order of preference:) Local
(within a 50 mile radius of New York City, 2) States of New York and
New Jersey 3) Out of state (construction management firms will be
considered as local only if their sole office is in the local
geographical area or they have a local branch office and all the
construction management of the projects will be performed in that
office). Please mark your response for which state you are applying. If
applying for both, please note on your response package and sendtwo (2)
proposals. The contract term will be for one base year with two
one-year renewal options. Responses are desired from construction
management firms who can meet the qualifications listed below. The U.S.
Postal Service will be making a best value selection based on the
technical factors listed below. The Postal Service has assigned
evaluation values to each of the elements, listed below, in lieu of
assigning values to each item within an element. Thus, the greater the
degree of your firm's experience, as reflected in your response to the
various data elements, the greater chance to amass a higher technical
point total. Technical Evaluation Factors: a) Construction Management
Experience (please submit the name, address and telephone number of the
projects you list, including the owner's representative and
Architectural/Engineering firm) -- (30 points); b) Technical Personnel
Standards -- (Firms must have technical Engineering/Architectural
expertise with on staff Registered Architects and Professional
Engineers -- all disciplines) -- (30 points); c) Management Approach --
(10 points); d) Staffing and Resources (Construction Management firms
with complete CAD/D capability, Auto CAD/D and can adapt and/or have
experience in designs, details, etc. from the U.S. Postal Service,
Building Design Standards, 1997 Edition CD with a minimum of three
positions are given resource points. Revised editions of the CD may be
introduced at any time during the contract period. Must be familiar
with federal, state and local regulations regarding, but not limited to
OSHA, Davis-Bacon, Architectural Compliance, Environmental concerns
including Clean Air and Water Act, SHPO, building codes, etc.) -- (10
points); e) Claims Expertise, Estimating and Scheduling -- (20 points).
The Technical Proposals will be evaluated by a U.S. Postal Service
Committee of no less than three members. Each Technical Proposal will
be ranked numerically by each evaluator, using the factors and point
values as shown above. The evaluation committee will visit offeror's
facilities for the purpose of further determinations relative to any
aspect of information furnished in response to the solicitation.
Normally, one week notice will be given prior to any office visit. Only
those firms whose Technical Proposals are determined to be within the
competitive range technically will be identified to the Contracting
Officer. Upon establishment of the list the Contracting Officer will
determine the exact number of firms invited to submit their rates for
negotiating purposes. Firms will be ranked based on their point total.
The Contracting Officer will select an undetermined number of firms
from the top ranked on the list from each of the two areas of
