combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement does not include
all the information necessary to complete the solicitation procedures,
additional information is required. The solicitation number as shown
in this announcement is a Request for Quotation (RFQ). The items
required, include, but are not limited to, the contractor to provide
copiers, service, toner and related copier supplies, except copier
paper, to manage a "Cost Per Copy" copier contract for the North Dakota
Air National Guard, 1400 28th Ave N, Fargo, ND. All copiers must be
capable of printing transparencies and bond paper. Copy speed based on
8 1/2" x 11" paper feed. The minimum copier requirements which the
Contractor is to provide is 21 copiers consisting of the following 4
categories: CATEGORY 1 copiers/printers, (5) each, digital copier,
printer and fax with minimum 10 cpm, with the following minimum
capabilities; (a) 250 sheet tray, (b) zoom reduction/enlargement of
50-200%, (c) resolution of 400 DPI, (d) platen based, (e) capable of
handling 8-1/2 x 11 bond paper and transparencies, and (f) must be year
2000 compliant if date/time stamp is an option. Fax must have the
following capabilities: (a) ITU/CCITT Group 3 compatible, (b) 14.4 Kbps
Modem, and (c) memory capable to handle 40 page fax. CATEGORY 2
copiers/printers, (9) each, digital copier and printer with minimum 20
cpm, with the following minimum capabilities; (a) 2-250 sheet trays
with auto-switching between trays, (b) zoom reduction/enlargement of
50-200%, (c) resolution of 400 DPI, (d) platen based, (e) capable of
handling 11 x 17 bond paper and transparencies, (f) must be year 2000
compliant if date/time stamp is an option, (g) sorter and stapler
finisher, (h) auto-duplex capability (1:2,2:2,2:1), and (i) sheet feed
by-pass. CATEGORY 3 copiers/printers, (6) each, digital, copier and
printer with minimum 40 cpm, however, theGovernment will consider and
evaluate vendor's alternatives to meet, nearly meet, and/or exceed
minimum needs by 1 January 1999, for Category 3 copiers. Category 3
copier/printer to have the following minimum capabilities; (a) 2-250
sheet trays with auto-switching between trays, (b) zoom
reduction/enlargement of 50-200%, (c) resolution of 400 DPI, (d) platen
based, (e) capable of handling 11x17 bond paper and transparencies, (f)
must be year 2000 compliant if date/time stamp is an option, (g) sorter
and stapler finisher, (h) auto-duplex capability (1:2,2:2,2:1), and (I)
sheet feed by-pass. CATEGORY 4 copier, (1) each, copier, minimum 60
cpm, with the following capabilities; (a) 2 sheet trays with a total
capacity of 1000 sheets and auto-switching between trays, (b) zoom
reduction/ enlargement of 50-200%, (c) platen based, (d) capable of
handling 11 x 17 bond paper and transparencies as well at 100 lb card
stock, (e) sorter and stapler finisher, (f) auto-duplex capability
(1:2,2:2,2:1), and (g) sheet feed by-pass. Printer capabilities for
Category 1, 2, and 3 machines are as follows; (a) PCL5e Emulation, (b)
must be capable of printing from Windows 3.x and Windows 95, (c)
vendor must supply all software drivers required to run digital
machines, (d) vendor must supply device to interface with LAN, (i.e.
Netprint card or Jetdirect Card capable of IP addressing and have
10BaseT RJ45 connection), (e) vendor must also supply any cable that
connects between card and printer and the NDANG will provide all
cabling between the LAN and the printer interface card or box, (f)
vendor must help with the installation of printer drivers on one
computer per printer and Phone Tech support will be available during
normal duty hours for any questions or problems that might arise, and
(g) memory sufficient to handle a 25 page document for Category 1, 50
page document for Category 2, and 100 page document for Category 3, @
5% coverage for each category. All copiers shall be new machines.
Contractor shall provide "key operator" training for each location and
machine. Contractors interested in this solicitation shall notify the
contracting office by FAX (701) 241-7334, ATTN: SMS Dwight A. Murphy,
for additional information that is necessary to complete the
solicitation. Those contractors will be forwarded the additional
information too lengthy for inclusion in this announcement, such as the
Statement of Work, location of machines, and evaluation factors that
need to be addressed. Each contractor must include its Federal Tax
Identification Number and corporate status. Corporate status means the
concern's designation as a 1) sole proprietorship, 2) partnership, or
3) other corporate entity. The ensuing contract shall be for a base
period of one year commencing on 1 Jan 98 through 31 Dec 98 with four
option years renewable at the beginning of each Calendar Year.
Contractors shall include a completed copy of the provision at FAR
52.212-3 Offeror Representation and Certifications -- Commercial Items
with its offer. The clause at 52.212-4 Contract Terms and Conditions
-Commercial Items applies to this acquisition. The provisions at
52.212-1, Instructions to Offerors -- Commercial Items and 52.212-2
Evaluation-Commercial Items also applies to this acquisition. The
provisions at 52.212-5 Contract Terms and Conditions Required to
Implement Statues or Executive Orders -- Commercial Items are included

American Act -- Supplies. The provision 52.232-18, Availability of
Funds, and provision 52.232-19, Availability of Funds for the Next
Fiscal Year, applies to this acquisition. The following clause is
incorporated by reference: 52.232-33 Mandatory Information for
Electronic Funds Transfer Payment. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. The standard industrial classification
being 3861. This solicitation is unrestricted. The Government will
determine award on Best Value or what is most advantageous to the
Government. The significant evaluation factors will be (a) Price
evaluation, (b) Technical evaluation, and (c) Past performance
evaluation, price being the most important and past performance being
the least. The contractor shall provide a Cost Per Copy for 1.3 million
and a Cost Per Copy for excess copies over the 1.3 million, which is
estimated at 400,000 copies per year, for the base year and each option
year. Cost shall include all variables required for the operation and
service of the machines for the base year and each option year. The
