Reconnaissance Systems Program Office Contracting (ASC/RAKBS),
Wright-Patterson AFB OH, is planning to acquire seismic system hardware
that will provide detection, localization, and identification of
man-made explosive events within and above the earth surface at long
ranges across broad intercontinental areas. This hardware is the
seismic component of the United States Atomic Energy Detection System
(USAEDS), which, in conjunction with other USAEDS components, is used
to verify compliance with the Comprehensive Test Ban Treaty. The
acquisition will encompass the design, integration, test evaluation,
documentation, installation, and logistics for up to 27 SDAS(s) at
designated seismic monitoring stations. The source will utilize a
functional specification, maximize use of Commercial-Off-The-Shelf/Non-
Development-Items (COTS/NDI) or modified COTS/NDI, and commercial
industry standards and warranties. Interested parties must obtain or
possess a SECRET security clearance and be capable of protecting such
information at their location(s). Unclassified information pertaining
to this program can be accessed beginning 20 Oct 97 from the ASC
Pre-Award Information Exchange System (PIXS), an electronic bulletin
board. PIXS can be accessed either by modem (937)476-7217, or by
Internet using Telnet or a Worldwide Web Browser
(http://www.pixs.wpafb.af.mil). The PIXS administrator is Mr. Mike

information. Pre-solicitation information is made available now for
industry comment. Relevant comments will be used to update this draft
documentation and may be shared among all interested parties.
Detatchment 3 (Det 3) ASC intends to use PIXS for drafting
presolicitation information, receiving comments on presolicitation
information from industry and for the issuance of any resultant request
for proposals (RFP). Draft presolicitationinformation (e.g., Statement
of Objectives, System Require- ments Document, and sample Statement of
Work) will be available on the PIXS website under SDAS. A
presolicitation conference (PSC) will be held to discuss industry
comments and other questions. The PSC is currently planned to take
place at Air Force Technical Applications Center, Patrick AFB, FL on 03
December 1997. You may contact MSgt Couperthwaite at Det 3 ASC,
(407)494-2954 for information. The final location, time and agenda will
be available on the PIXS SDAS website on or about 15 October 1997.
Quantity: 27 Lots. The Standard Industrial Classification (SIC) is
3812. This is not a request for proposals nor does the Government
intend to pay for any information or services provided. The files will
be in either MS Word 6.0/7.0 format. Prospective offerors are required
to supply the name and address, fax and telephone number to the buyer
listed at the end of this synopsis in order to be placed on the RFP's
Bidders' List. Prospect- ive offerors who download the presolicitation
information should upload their comments and/or questions via e-mail

Specification questions to MSgt Couper- waite by 31 October 1997. The
PIXS and bulletin board will be available 24 hours a day, seven days a
week. Telephone inquiries for files or any RFPs will be honored.
Offerors who would like a copy of the files and do not have access to
the internet may bring in a formatted high density, 3.5 inch disk to

32925- 3002, between the hours of 8:00AM and 4:00PM Mon-Fri, EST. An
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disa- greements, and
recommendation to the appropriate government personnel. When requested,
the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. Interested parties are
