synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) This solicitation is issued as a
request for proposal (RFP), GS-03T-98-R-0001. (iii) This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-46. (iv) This is a full and
open procurement under SIC 4813 Telephone Communications, except
Radiotelephone. The small business size standard is 1500 employees. (v)
There are 7 contract line items (CLINs) to be priced at a nonrecurring
and/or monthly recurring where applicable. CLIN 0001, ISDN-PRI 23B +
D, qty 1;CLIN 0002, ISDN-PRI 23B + Backup D, qty 1; CLIN 0003, ISDN-PRI
24B, qty 1; CLIN 0004, DID trunks, qty 43; CLIN 0005, DOD trunks, qty
37; CLIN 0006, DID Numbers, qty 700; CLIN 0007, Caller ID and Call x
Call Selection Features (1 per ISDN-PRI), qty 3. Additionally offerors
are requested to submit pricing for message units. For information
purpose only, monthly local message usage to Philadelphia and suburban
exchange areas is estimated at: Area 1 -- 24,949calls, minutes N/A,
Area 2 -- 494 calls, 1,697 minutes, Area 3 -- 1,332 calls, 5052
minutes, Area 4 -584 calls, 2,291 minutes, Intra-LATA Toll -- No calls.
This contract will remain in effect for twenty-four months from the
effective date of the contract. GSA has the option to extend this
contract for up to three 12 month option periods. GSA may exercise this
option by written notice to the contractor not later than 10 calendar
days prior to expiration of the contract. (vi) Local Exchange DID and
DOD trunking services are to be provided to 150 S. Independence Mall,
4th floor, Public Ledger Building, Philadelphia, PA 19106, using
ISDN-PRI technology. All equipment, features, maintenance, and coverage
shall be, at least, comparable to that provided commercial customers.
Local exchange services are to be delivered to the above referenced
location via fiber facilities directly to the PBX switchroom, room 411,
on the 4th floor. The Government will provide switchroom space for the
fiber multiplexer. The vendor is to provide and connect the ISDN-PRI
copper wire circuits to a vendor provided RJ48 jack strip (12 jack
minimum) mounted on a Government provided 19" relay rack. Vendor CSUs
are not required. The ISDN-PRI local exchange services are required to
enable Government users to access the Philadelphia and suburban local
exchange areas, intra-LATA areas, and interconnection with inter-LATA
exchange carriers. Access to the local exchange shall include TTY
Relay and Emergency 9-1-1 services and functions. The vendor shall
provide access to directory number assistance, e.g., NPA -555-1212. The
vendor shall provide access to operator services assistance.
Requirements for new DID numbers shall be withinthe existing NXX until
exhausted. The vendor shall have the ability to acquire additional DID
station numbers. If the Vendor requires a site visit, they should
contact Mr. Joe Caulfield at (215)656-6341. Site visits will be
conducted if requested from 10/14 through 10/17/97 (vii) Installation
must be complete NLT February 10, 1998. (viii) Solicitation provision
at FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT
1995) is hereby incorporated by reference. (ix) The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be the most
advantageous, representing the best value to the Government price and
other factors considered. Past performance and price will be used to
evaluate offers. Offeror's proposal must include capabilities,
experience, and current services or contracts including points of
contact that would demonstrate your ability to successfully perform
this service. Proposals must also include any applicable tariffs
including surcharges, and must be limited to 10 pages or less.
Applicable tariffs and surcharge should be listed as an attachment to
the proposal and will not count toward the 10 page limitation. (x)
Offeror's are reminded to include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications -- Commercial
Items, with it's offer. (xi) Clause 52-212-4, Contract Terms and
Conditions -- Commercial Items (OCT 1995), is hereby incorporated by
reference. (xii) Clause 52-212-5, Contract Terms and Conditions
