Division Newport is conducting a cost comparison study in accordance
with OMB Circular A-76, Commercial Activities Study to determine the
most efficient and cost effective method of providing Technical
Information Services. The services to be performed are Technical
Publications Services, Visual Information Services, Imaging Services,
and Administrative/Managerial services necessary to support the
Technical Information Services Department located at the Naval Undersea
Warfare Center Division Newport. Technical Publications Services
include author coordination, publication research, production and
publication cost estimating, writing, editing, reviewing, distribution
routing, and printing coordination, together with overall publication
coordination of a wide range of informal and formal technical
publications associated with undersea warfare RDT&E. In addition,
Technical Publications includes all the above services for
administrative and special-purpose publications, as well as conference
papers, symposia proceedings, and other documents ( such as white
papers, management planning documents, and/or recruiting, outreach, and
technical services marketing publications. All production is in an
undersea warfare RDT&E environment using multi-platform, multi-network
systems, working with both unclassified and classified materials.
Visual Information Services include design, illustration, and layout of
original artwork intended for reproduction; research, design,
illustration and production of posters, signs, and displays of a wide
variety and degree of technical complexity; design, illustration,
coordination, and production of computer-generated presentations
materials in a variety of media; creation and coordination of a wide
range of multimedia products, including interactive displays, CD-ROM
presentations, and original technical information communication
products in a variety of electronic media; World-Wide-Web Internet and
Intranet "pages," (Web Site development and maintenance); as well as
traditional graphic arts production in all media; development and
maintenance of electronic archive and retrieval systems in a
multi-platform, multi-network, undersea warfare RDT&E environment
working with both unclassified and classified materials. Imaging
Services includes traditional "wet lab" photographic services,
operating process labs for both black & white as well as color; still
photography services in documentation of undersea warfare RDT&E in
studio, field(including aerial) or aboard ship; high-speed motion
photography (16mm movie no sound); videography services (field --
including aerial -- studio, or aboard ship) including editing and media
transfers; digital imaging services including scanning, image
manipulation, digital photography, and electronic image database
archive system development and maintenance. The anticipated contract
type is Firm Fixed Price. The anticipated performance period is twelve
months, with four (4) 12 month options. Thisprocurement is 100%
set-aside for small business concerns. Proposal Evaluation will be
based on Best Value. Technical proposals (including Past Performance)
will be required. A single award is anticipated. A draft Performance
Work Statement is available for industry review, and may be accessed
via our website (see address below), or may be requested in writing.
The formal solicitation document and the final Performance Work
Statement will be released on 10/24/97. A Site Visit and Pre-Proposal
conference will be conducted in Late November 1997. All requests must
