Potocki-Reeves, Contract Specialist, Susan Long, Contracting Officer. 202-435-6940 Note This Multiple Award Request for Quote (RFQ), will be a combined synopsis/solicitation and will accomplished in accordance with Federal Acquisition Regulation (FAR), Part 12.301(b)(3) Instructions To Offerors -- Commercial Items, Part 16.703 Basic Ordering Agreements, Part 16.5 Multiple Awards, Part 16.509 Indefinite Quantities and FAR Clause 52.233-1 Disputes Clause. The following FAR Clauses are applicable unless otherwise noted: 52.212-1 and 52.212-4, with FAR 52.212-1(e) being exempted for this procurement. The Associated Standard Industrial Classification code (SIC) is 7011 @ $5.0 million. This action is restricted as a 100% Small Business Set-aside. Please note, this announcement constitutes the solicitation; quotations are being requested and a formal written solicitation package will not be issued. Solicitation 98-Q-004 is issued as a Request For Quotes, with the anticipation of awarding multiple Basic Ordering Agreements. All references to "offers" are understood to be "quotations". Thesolicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation, dated June 1997. Hotel suites are required for Special Agent Trainees. Each SATC class consists of approximately twenty-four Special Agent Trainees, who require housing during the SATC courses. Each SATC class of approximately twenty-four (24) members shall be housed in the same hotel. Training is conducted at U.S. Secret Service facilities located at 1310 L Street NW, Washington DC and James J. Rowley Training Center, 9200 Powder Mill Road, Laurel, Maryland. The following requirements are compulsory,. Offerors not meeting each of these specifications, shall not receive further consideration. Hotel suites shall have a separate bedroom (one bedroom suite), and a separate living/study area with seating accommodations for at least four individuals. The suites shall, at a minimum, be equipped with kitchens with a refrigerator and cooking facilities which include a stove, and microwave. No overlapping of classes may be held in the same hotel. The Special Agent Training Course (SATC), is currently eleven weeks in duration. However, there is a possibility that the training sessions may be extended from eleven to twelve weeks in duration. No two consecutive SATC classes may be housed at the same time in the same hotel. This BOA will be restricted to the District of Columbia. The hotels wishing to compete shall be located within a 10-minute walk of the U.S. Secret Service Training Center, 1310 L Street NW, Washington DC. Hotels outside the 10-minute walking parameter shall transport the students via bus and transport time shall be within a 10-minute time frame. Selections for vendors under Multiple Award, Basic Ordering Agreement (BOA), 98-Q-04 will be accomplished by pre-qualifying Offerors who meet the following compulsory evaluation criteria and those stated above: Hotels shall have twenty-four (24) hour security to include all parking areas, provide telecommunications/faxing services. U.S. Secret Service reserves the right to make2 site visits . U.S. Secret Service Representatives will meet with Hotel management representatives, tour the suites and clock the travel time prior to qualification approval. of each Offeror. Offerors meeting the evaluation criteria will be then be placed in a qualified pool. Sessions and transportation will then be competed among qualifying hotels. Award of future selections will then be based on the overall lowest price. It is anticipated that the first two SATC requirements will initially be awarded as a result of this synopsis. It is anticipated that competition for all future SATC requirements will be held approximately ninety to one hundred and twenty days prior to the start dates of each SATC course requirements to be held. Secret Service reserves the right to inspect facilities. ALL CLIN's SHALL BE MANDATORY. Offerors are requested to submit pricing per unit/day, and the overall total price per each CLIN. Pricing shall be submitted in the same manner for both eleven and twelve week sessions. CLIN-0001, Hotel Suites, Eleven (11) Weeks (77 days) In Duration, Quantity twenty-four suites each, price per day; price based on 77 days. CLIN-0002, Hotel Suites, Twelve (12) Weeks (84 days) In Duration's, Quantity twenty-four each, price per day; price based on 84 days; CLIN-0003, Round-trip transportation, From the hotel to 1310 L Street NW, Washington DC; and return. Eleven week session, approximately thirty-five travel-days per session; price per day round-trip; price per day based on thirty-five travel days. CLIN-0004, Round-trip transportation, From the hotel to 1310 L Street NW, Washington DC; and return to the hotel. Twelve week session, approximately forty travel days per session; price per day round-trip; price per day based on forty travel days. CLIN-0005, Round-trip transportation; From the hotel to 9200 Powder Mill Road, Laurel, Maryland and return to the hotel, Eleven week session, approximately thirty-five traavel days per session; price per day round-trip; price based on thirty-five travel days. CLIN-0006 Transportation shall be required from the hotel to James J. Rowley Training Center, 9200 Powder Mill Road, Laurel Maryland and return to the hotel approximately twenty-five traavel days. TRAVEL IS APPROXIMATE AND SUBJECT TO CHANGE. Classes Scheduled: Tentative Training Dates as follows: (1) SATC #152, 12/01/97 through 12/19/97 (Christmas break), 01/05/98 through 02/27/98; (2) SATC #153, 01/05/98 through 03/20/98; (3) SATC 154 and SATC 155, 03/16/98 through 06/03/98; (4) SATC #156 04/20/98 through 07/03/98; (5) SATC #157 and 158, 06/08/98 through 08/26/98; (6) SATC # 159 07/13/98 through 09/25/98; (7) SATC #160 08/17/98 through 10/30/98; (8) SATC # 161 and 162, 09/14/98 through 12/02/98; and SATC #163 and 164, 11/09/98 through 12/18/98 (Christmas break), 01/04/99 through 02/10/99. All BOA's will be ordered via delivery order. Payment procedures: Hotels will invoice on a bi-weekly basis, stating SATC Course Number and Trainee's name and dates applicable. Payment shall be made via through ACH/Electronic Transfer. Other Government agencies may be added to participate under this BOA at a later date. Other hotels meeting the compulsory requirements may be added to this BOA during the period of performance. The BOA shall not state or imply any agreement by the Government to place future contracts with the participants or to restrict competition. Period of performance will be date of award for a period of twelve months, with two option years of twelve months each, for a potential total of thirty-six (36) months duration.
