Z -- PROJECT A, R8-88 REPLACE OIL CIRCUIT BREAKERS AND REPAIR PUMPS AT PUMPHOUSE 59, DFSP AND PROJECT B, PRL91-3 REPLACE SKIN VALVES, RED HILL TANKS NOS. 1 THROUGH 16, FLEET AND INDUSTRIAL SUPPLY CENTER, PEARL HARBOR, HAWAII SOL N62742-92-R-1302 DUE 112597 POC Ms. Sarah Goodwin-Bain, Procurement Technician, Ms. Sharon Uesugi, Contract Specialist, telephone (808) 474-5510, facsimile (808) 474-7316 Project A: This work includes removal of eleven installed fuel pumps and motors and three stored pumps, shipment of pumps to a pump manufacturer for restoration, replacement of existing motors with new motors, modifications to concrete foundations for the new motors, reinstallation of the refurbished fuel pumps and new motors, installation of new wiring and new pump control centers, disconnection and reconnection of fuel and water piping and incidental related work. Project B: This work includes replacement of skin valves and secondary valves, cross tunnel piping and drainline valves; provision of pipe supports; inspection of specified existing tank nozzle reducers and piping flanges to determine acceptability for continued service, and incidental related work. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from a technical and price standpoint. Price is considered equal to the technical evaluation factors. Technical evaluation factors are as follows: (1) Past performance/construction management, (2) Experience; and (3) Subcontracting Program/Plan. Estimated cost is between $5,000,000 and $10,000,000. THE SIC CODE FOR THIS PROCUREMENT IS 1799 AND THE ANNUAL SIZE STANDARD IS $7.0 MIL. The performance period is 630 days. For all construction contracts in excess of $1,000,000, a Small, Small Disadvantaged and Women-Owned Small Business Subcontracting Plan is required by large firms prior to award. The proposed contract is unrestricted; therefore, replies to this notice are requested from all business concerns which includes small and small disadvantaged business concerns. Plans and specifications will no longer be available for purchase over the counter from PACNAVFACENGCOM, Construction Contracts Branch, 4262 Radford Drive, Honolulu, Hawaii 96818-3296. DUE TO A CHANGE IN THE DISTRIBUTION OF SOLICITATIONS, REQUESTS FOR RFP SETS SHALL BE VIA LETTER TO: DEFENSE AUTOMATED PRINTING SERVICE, PO BOX 126, PEARL HARBOR, HAWAII 96860-5120.
