an Invitation for Bids (IFB) for Process Cooling System, N258. The
work consists of the replacement of four centrifugal chillers and
modifications of the chilled water system to provide primary and
secondary loop pumping systems in the main computer facility at
NASA-Ames Research Center, Moffett Field, California. Demolition work
includes the removal of four 700 ton chillers, chilled water piping,
electrical motors and starters, control system components and wiring.
New work for the automated chiller plant includes the installation of
four new 450 ton R-134a centrifugal chillers, primary and secondary
loop chilled water piping, new pump and cooling tower fan motors with
variable frequency drives, pipe insulation, refrigerant leak detection
and exhaust systems, Facility Management Control System (FMCS)
hardware and software, electrical services, and system balancing and
testing. Ancillary work includes the rental, installation, piping and
wiring of three 160 ton and three 240 tontemporary outdoor air cooled
chillers to provide the facility with chilled water during the actual
time that the mechanical room equipment is shutdown for construction.
Phased construction and construction activities around operating
equipment is required and the contract includes critical construction
scheduling milestones to minimize impacting facility operations during
construction. The order of magnitude for the procurement is $1,000,000
and $5,000,000 and the effort shall be completed within 391 calendar
days after notice to proceed. This procurement is part of the Small
Business Competitiveness Demonstration Program. The SIC Code and small
busines size standard for this procurement are 1711 and $7,000,000,
respectively. The anticipated release date of the IFB is on or about
11/17/97 with an anticipated offer closing date of on or about
12/17/97. The provisions and clauses in the solicitation are those in
effect through FAC 90-46. The firm date for receipt of bids will be
stated in the IFB. Drawings will be available from the identified point
of contact. All responsible qualified sources may submit a bid which
shall be considered by the agency. An ombudsman has been appointed --
