BELOW GROUND FUEL STORAGE TANKS 85, 86, 87 AND 88 ON THE FISC AT POINT

Wallace, 205-895-1166 (Site Code DACA87) The U.S. Army Engineering and
Support Center, Huntsville has a requirement to repair and coat the
interior surfaces (excluding the roofs) of the existing concrete
belowground fuel storage tanks 85, 86, 87, and 88 located on the FISC
at Point Loma, CA. Each of the existing 4 tanks are concrete,
belowground tanks used to store jet fuel (JP-5). Each tank is
approximately 50 years old and is buried approximately 4 feet
belowground. The tanks nominal dimensions are 88 feet in diameter by 13
feet high. The nominal capacity of each tank is 590,000 gallons. The
tanks are equipped with a fixed concrete roof employing a 32 vertical
concrete column support system (15 inch diameter columns). Currently,
each of the 4 tanks have been cleaned and their interior coating
material has been removed. As a result of the previous interior coating
removal work, the tank walls, columns, and floors were substantially
pitted and spalled. The existing ring joint and cove within each tank
is damaged and must be removed and replaced. The Contractor shall
remove all existing cove and corner chamfering, thoroughly clean the
interior surfaces free of dirt and contaminates, abrasively blast the
interior surfaces, restore the interior surfaces to a smooth level
condition using a epoxy-resin or a polymer modified mortar system,
design and install the replacement of the ring joint coves in each
tank, perform a second brush blast to the interior surfaces, and then
apply the Morton FNEC-2515 coating system to the interior surfaces. The
Morton coating system was permitted for application in tanks 85, 86,
87, and 88 on 15 April 1997 by the San Diego Regional Water Quality
Control Board. The Contractor shall be a manufacturer's certified
applicator for the both the mortar repair materials and the Morton
coating system. The Contractor shall be responsible for meeting all
applicable federal, state, and local regulatory requirements. The
Contractor shall attend a mandatory site visit to verify the details of
the work. Evaluation Factors are price, technical factors (including
but not limited to schedule, equipment and material quality, life cycle
cost, the offeror's understanding of the work, construction approach,
and warranty) and past performance. Technical factors and past
performance when combined are significantly more important than cost.
Offerors who are interested in submitting a proposal for this project

should be issued on or about 23 October 1997. All responsible sources
may submit a proposal which shall be considered by this agency. The
Standard Industrial Code applicable to this acquisition is 8744 with a
business size standard of 500 employees. Contractor must furnish
business size with written request (i.e., small business, large
