A. Bailey, 215-656-6932 17. The Corps of Engineers' Marine Design
Center intends to renovate, upgrade or replace the existing lifting
system on the CENAN drift collector DRIFTMASTER to support the mission
of the New York District. The vessel, including the crane foundation,
is currently USCG Certified and ABS Classed and shall remain so after
completion of all work. The objective of the procurement is to
increase the capability of the lifting system through renovation,
upgrade or replacement of the lifting system/components. Physical
installation shall be performed topside in the New York metropolitan
area, and may be performed at the USACE field office at Caven Point
Marine Terminal, Jersey City, NJ. The acquisition will be a negotiated,
greatest value procurement. Each proposal will be evaluated on
technical, management, and cost factors. The technical portion is most
important with the management portion as nearly as important. The cost
portion will be weighted less heavily than the other two factors;
however, cost is a significant factor. Offerors are advised that their
proposal must be within the Government's budget limitation identified
in the solicitation. Offerors may also submit a proposal based on any
of three alternatives identified in the solicitation. The procurement
is 100 % set-aside for small business. The SIC code is 3531 and the
applicable size standard is 750 employees. The solicitation will issued
on/about Oct. 27, 1997, with proposal due by 3:00 P. M. on Nov. 26,
