issue a Request for Offer, RFO3-085243. CBD SECOND SYNOPSIS GASEOUS
HYDROGEN COMPRESSOR SYSTEM The purpose of this procurement is to
design, fabricate and deliver a cryogenic gaseous hydrogen (gH2)
compressor system. The gH2 compressor unit shall be a multi-stage
centrifugal type unit driven by electric motors. The compressor system
shall be designed for the following performance conditions: Inlet gH2
mass flow rate 1.2 lb/sec Inlet volumetric flowrate 7950 icfm Inlet
gH2 temperature 26.0 oR Inlet gH2 pressure 1.20 psia Discharge gH2
pressure 15.6 psia Mechanical design pressure 50 psig The gH2
compressor system shall include the following design features: the
compressor system shall be housed in a cold box enclosure to minimize
system heat leak; the compressor shall be skid-mounted to allow
installation on a modular skid structure at the customers site; the
electric drive motors and electrical controls shall be explosion-proof;
variable speed drive control capability; 230/460 Volt AC, 3 Ph, 60 Hz
power; an electrical control panel equipped for remote manual and
automatic start-stop operation; all necessary instrumentation and
safety devices to monitor functions of the prepackaged gH2 compressor
system; materials of construction shall be compatible in a hydrogen
environment; 150 psig ANSI inlet and outlet flange connections to
interface with low pressure inlet and gH2 vent systems; a surge control
gas bypass system. The gH2 compressor system Best Value selection
criteria will include: Demonstrated experience in the design and
fabrication of similar cryogenic compressors. Ability to deliver the
gH2 compressor system within 6 months or less ARO. Small Business
Participation. The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The SIC Code and Size Standard are
3563 and 500 employees, respectively. The DPAS Rating for this
procurement is DO-C9. The provisions and clauses in the RFO3-085243 and
model contract are those in effect through FAC 97-01. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO3-085243 is on or
about October 23, 1997 with an anticipated offer due date of on or
about November 24, 1997. An ombudsman has been appointed -- See
Internet Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0)
format and will reside on a World Wide Web (WWW) server, which may be
