Solicitation 502-08-98 is a negotiated procurement to obtain prescription eyeglasses for an estimated 150 referred veterans per month throughout central, western and southwestern Louisiana. Vendors are desired in various locations throughout this medical center's catchment area to furnish services in close proximity to all eligible veterans to prevent unnecessary travel/hardship. Va staff physicians will perform eye testing and will prepare prescriptions. Contractors shall perform prefabrication measuring, assist veteran in selecting appropriate frame, fabricate eyeglasses and perform all fittings and adjustments to assure proper fit of finished product. It is anticipated that a maximum of three (3) awards will be made. This is a BEST VALUE procurement with evaluation of past performance, offeror's capabilities and cost used for scoring offers. Separate technical proposal outlining offeror's concept of VA's needs and offeror's ability to meet those needs is required with response.
