The primany objective of the Computer Equipment Resources and Technology Acquisition (CERTAN) for the National Institutes of Health is to provide information technology resources that meet scientific, managerial, and administrative user requirements for the National Institutes of Health, Centers and Divisions. CERTAN is designed to provide the biomedical, statisticial and administrative computer systems for which the Division of Computer Research and Technology (DCRT) provides scientific and technical support. The CERTAN Network Infrastructure acquisition will provide the National Institutes of Health with hardware components, software, technical support, maintenance, and other services required supporting the NIHnet. Other services may include 1. Infrastructure Planning, Design, Construction, and Installation; 2. Network Operation and Maintenance, including Network Management, Network Management Systems, and Performance Studies. The networks at NIH are and will remain open and capable of connecting systems in a multivendor environment. The CERTAN Network Infrastructure acquisition will be conducted by the National Institutes of Health, Office of Procurement Management, located in Rockville, Maryland. This acquisition may result in multiple awards to one or more Contractors. A firm-fixed price, indefinite-delivery, indefinite-quantity type contract is planned. The Government anticipates awarding a contract for a twelve month base period with four twelve month option periods. This solicitation is being issued on an unrestricted basis allowing for full and open competition and will contain the following SIC and Size Standard: SIC 7373, Size Standard: $18 million dollars. The National Institutes of Health is committed to assuring that maximum practicable opportunity is provided to Small, Small Disadvantaged, and Women-Owned Small Business concerns to participate in the performance of this contract. Offerors are required to comply with subcontracting requirements specified in the Request For Proposal (RFP) pursuant to Federal Acquisition Regulation 52.219-9. A formal RFP will be available on or about October 27, 1997 with a closing date forty-five days after issuance. This RFP is only available electronically on DCRT's website. Any amendments to this solicitation will be mad available through the DCRT website specified above. Parties interested in responding to the formal Request For Proposal must obtain the document electronically. Interested parties are encouraged to complete the registration request when accessing the formal RFP. This registration information will be used to compile the official solicitation mailing list and will constitute the list of interested parties.
