The National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to negotiate a sole source contract with the Center for Human Behavior Studies, Inc. to examine the EEG and ERP characteristics of identified individuals in an attempt to define alcoholism and associated problems in a Plains American Indian tribe with a purported high rate of alcoholism and alcohol abuse. Resting EEG and ERP studies will be performed, a urine sample collected and a medical update form will be completed. Various psychometric and psychological tests will be administered. Blood tests will be taken from, and structured interviews (SADS-L) administered to, some tribal members. The offeror must demonstrate an understanding of the implications of working with an American Indian population in tribal and personal interactions, methods employed to locate specific individuals, gather data from American Indian tribes and an ability to conduct rigorous scientific data collections under field conditions. Staff must be identified and present credentials appropriate to performing this type of study. Authority: 41 USC 253 (c)(1), as set forth in FAR 6.302-1. The Center for Human Behavior Studies is the only known source with identified experience in conducting this type of data collection, including delivering the SADS-L psychiatric interview instrument to American Indians. The Government anticipates awarding a six (6) month contract as a result of this solicitation.
