Robert B. Gardner, R.B.GARDNER@larc.nasa.gov. NASA/LaRC is hereby
soliciting information for potential sources to serve as prime
contractor for Phase IIA of the High Speed Research (Airframe
Technologies only) Program. A solicitation does not currently exist for
this activity. The objective of the activity is to develop and optimize
affordable pre-production processes for the fabrication of
high-performance, mission capable polymetric matrix composite (PMC)
materials and full-sized wing and fuselage components or major
subassemblies; to validate the applicability of the materials and
structures for a MACH 2.4, 250-300 passenger, 5,000 nm HSCT airframe by
conducting durability and structural performance tests; to develop and
validate NDE/NDI methods which verify structural integrity during
fabrication and operation; to develop and validate fabrication cost
metrics; and to assess the impact of fabrication with optimized
processes on airframe weight and the total airplane configuration
through integration studies. Preproduction processes for mission
capable composite materials and structural designs, downselected in the
current High Speed Research (HSR) Phase II Program, will be developed
and optimized through simulation, fabrication and testing of material
coupons and structural elements. The optimized processes will
subsequently be used to fabricate major structural components and/or
subassemblies of the wingbox and fuselage. Material, material forms,
structural design and/or tooling modifications necessary for optimizing
the processes will be implemented by the Contractor. Analytical and
semi-empirical life prediction methods will be combined with
accelerated test methods for the purpose of evaluating the durability
of materials and structural concepts. The methods will be extended
beyond the current HSR II durability tests/analysis and validated to
greater than 1.5 lifetimes through real-time and accelerated testing
which ranges from isothermal-static to coupled
thermal-environmental-mechanical-fatigue. The activity is expected to
span an eight year period of performance commencing October 1, 1998 on
a cost reimbursement basis. Firms having the required specialized
capabilities to meet all of the above requirements should submit a
capability statement of 10 pages or less indicating the ability to
perform the effort as decribed above. Responses should be submitted to

fax, and e-mail; (f) DUNS number (if available); (g) affiliate
information: Parent company, joint venture partners, potential teaming
partners, prime contractor (if potential sub) or subcontractors (if
potential prime);(h) a list of customers covering the last 5 years:
highlight relevant work including a summary of work performed, contract
number, contract type, dollar value for each customer reference and
customer point of contact with phone number, and interested parties
should provide their company status relative to ISO 9000 compliance

Respondents will not be notified of the results of the evaluation.
Respondents deemed fully qualified will be considered in any resultant
procurement for the requirement. The Government reserves the right to
consider a small business or 8(a) set-aside based on responses hereto.
