D -- TECHNICAL DATABASE SUBSCRIPTION SERVICE SOL N61339-98-Q-0022 DUE 102897 POC Point of Contact: Larry Duncan, Purchasing Agent, 407/380/4090 17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number N61339-98-Q-0022 is issued as a request for quotation (RFQ). All references to "offers" are understood to be "quotations." The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-47. This is a Firm Fixed Price requirement (FFP) and will be awarded on an "all or none" basis. The Naval Air Warfare Center Training Systems Division (NAWCTSD), 12350 Research Parkway, Orlando, Fl 32826, intends to place an order with Information Handling Services, 15 Inverness Way East, Englewood, Colorado 80150 for a Technical Database subscription to be deployed on a Local Area Network (LAN) utilizing a RAID hard disk array. The specific products will deliver the full text of over 60,000 active military and federal specifications and standards including weekly updating. The service includes but is not limited to, specifications, standards, handbooks, MS drawings, military bulletins, commercial and data item descriptions, qualified products lists, AND, ANA and AN drawings, DESC/SMD drawings and joint Army/Navy specifications and standards. Product to include full text document options including DoD directives, Army regulations and pamphlets and NATO documents. Index to include references to DoD adopted industry standards and historical documents. The full text of DoD Adopted Standards (31 Standards developing Societies) and historical military/federal standards, and H-Series Handbooks are required to be deployed on a single workstation (standalone) with the option to be added to the network version. Documents must allow user to locate information by searching via document number, keyword (including search of title, scope, intended use and keyword paragraphs or from the document outline). The product will allow searching by Federal Supply Class, preparing organization, allow a "where used" search by document number and allow searching a specific document type. Each query will provide the user with a results list that must identify the document number, active or historical status, if it is newly revised, and the document title. Each document reference should allow linkage to summary report information on the document. Additional databases required include the full text standards documents from the following organizations ASTM, ANSI, ASME Standards, EIA, IEEE, NEMA, SAE and UL to be deployed on the LAN with the following standards documents to be used on a single standalone workstation: ITU, ASCE, AWS, IPC, ISO, AND IEC. The Industry Standards index to allow document searching by document number, organization name and acronym, publication date, geographic source, keyword from title, summary, or controlled vocabulary thesaurus. Thetechnical thesaurus should provide the capability to guide the user through hyperlinks to related, broader or narrower subject terms. Index to provide ANSI adoption indicator, DoD Adoption indicator and new/revised indicator. Index to include document references to a minimum of 440 standards developing organizations. Index should provide the capability to cross search both Industry Standards and Military and Federal specifications and standards. Additionally, Environmental, Safety and Health database with referenced industry standards is required. Product capability to include the ability to simultaneously search both state and federal regulations, sort both federal and state regulations by date, search the references by subject, full text and date indexes in one search, rank by relevance the results of a search. Product must provide the ability to underline monthly additions and italicize deletions to full text of the final regulation each month, changes must be incorporated into the full text of the regulation each month, provide dates at the top of the regulation, along with sectional information. Monthly integrated updates to full text of regulations for CFR 10, 26, 29, 33, 40, 42, 46, 49, EHS subset of federal register text, Florida State statutes, Florida state environmental health and safety regulations, EPA guidance documents, OSHA Supplemental publications including Tech Manual Vol. VI, publications 2056-3136, Directories, Field Operations Manual Vol. V, Interpretations. Additional content to include NIOSH Publications and Military publications from the Air Force (AFOSH), Navy publications OPNAV, NAVFAC, NAVSEA, SECNAV, Army Regulations 200-1, 200-2, Corps of Engineers Safety and Health requirements manual. All full text documents to be scanned as images at 300 dpi as cited by the CALS (Continuous Acquisition and Life-Cycle Support) Program per MIL-R-28002. Multiple image windows must be supported for viewing. Images will have capabilities to be rotated, lightened/darkened and have zoom capability. Users must have capability to print individual pages, range of pages or the complete document. Products must have the capability to operate on a Windows NT network and provide a scripting capability to update the RAID hard disk array from CD-ROM media updates. The contract term shall be one year with the option to extend the term for two (2) successive one (1) year periods. The following FAR/DFARs clauses and prescriptions apply and are incorporated by reference: FAR 52.212-1 "Instructions to Offerors Commercial Items (OCT 1995)" with the following addendum: Inspection and acceptance shall be made at destination; Provision 52.212-2 "Evaluation -- Commercial Items" with the following addenda: The Government intends to award a contract without discussion to the responsible offeror whose quotation conforms to the solicitation and provides the best value to the Government, price and other factors considered. The following factors will be used to evaluate quotations: (1) Past Performance, (2) Price, (3) Technical Capability. Evaluation of past performance shall be based on information provided by the offeror or through other sources (i.e., offeror's performance on previously awarded contracts with other Government or Commercial entities.) The offeror must identify at least two previous contracts for which the offeror has performed work similar to the statement of work in this solicitation. References should include the most recent contracts completed within the last two years. The offeror shall provide a point of contact, current telephone number and fax number for each contract. This list should be included with offer. Offers are to include a completed copy of the provision at 52-212-3, "Offeror Representations and Certifications Commercial Items (JAN 1997). FAR Clause 52-212-4, "Contract Terms and Conditions -- Commercial Items" (MAY 1997) is incorporated by reference; 52-212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 1996) is included by reference with the following addendum: The following paragraphs apply to this solicitation and any resultant contract (a), (b) (1) (2) (3) (6) (7) (8) (9) (10) (15), (d) (e)"; FAR Clause 52.232-33 Mandatory Information for Electronic Funds Transfer Payment (AUG 1996) is incorporated by reference. The following DFARS provisions and clauses apply and are incorporated by reference: 252.212-7000 "Offeror Representations and Certifications -- Commercial Items"; DFARS Clause 252.212-7001 "Contract Terms and Conditions required to Implement Statutes or Executive Orders applicable to Defense Acquisitions of Commercial Items (FEB 1997)"; Under DFARS 252.212-7001, the following clause is applicable: 252-225-7001 "Buy American and Balance of Payment Program (41 U.S.C. 10,E.O. 10582). Funds subject to the enactment of the FY98 DoD Appropriation Act or the FY97 Continuing Resolution Authority. FAR Clause 52.232-18 "Availability of Funds" applies.
