The National Marine Fisheries Service conducts an annual survey to collect participation, catch, and effort data on marine recreational fisheries of the Atlantic, Pacific, and Gulf coasts. Data collection shall be by means of on-site intercept interviews and telephone interviews. The results of the intercept interviews and the telephone interviews shall be processed to produce estimates of total catch by species and total fishing effort. Offers may be submitted for either or both of the (1) on-site intercept interview data collection, or (2) telephone interview data collection. The period of performance for the conduct of the intercept interviews and the telephone interviews shall be from January 1 through December 31, 1999 with delivery of final documentation by April 30, 2000 and completion of data processing activities by June 30, 2000. Options shall be included for the 2000 survey (interviews from January 1 through December 31, 2000 with delivery of final documentation by April 30, 2001 and completion of data processing activities by June 30, 2001) and; the 2001 survey (interviews from January 1 through December 31, 2001 with delivery of final documentation by April 30, 2002 and completion of data processing activities by June 30, 2002). The resultant contract will be subject to the Service Contract Act and the place of performance for work other than on-site intercept interviews is unknown. Wage determinations will be requestd for all locations at which on-site intercept interviews are to be conducted. Additionally, wage determinations will be requested for San Diego, CA, Chicago, IL, Metropolitan Washington, DC, Denver CO, Salt Lake City, UT, and Radnor PA. The Contracting Officer will request wage determinations for additional localities if asked to do so in writing by 5:00 P.M. Eastern Standard Time, on the fourteenth calendar day after the date of issuance of Solicitation No. 52-DGNF-8-90016.
